Procurement of Land Equipment (Water Truck) Rental Services for the Pasay Reclamation Development Project
1. Bidding Conditions
The bidding project, Procurement of Land Equipment (Water Truck) Rental Services for the Pasay Reclamation Development Project, is organized by the Pasay Reclamation Development Project Management Office. The project is financed by self-raised funds, with a funding ratio of 100%. The project has met all bidding requirements, and public bidding is hereby invited for the procurement of land equipment (water truck) rental services.
2. Project Overview and Scope of Supply
2.1 Project Name: Procurement of Land Equipment (Water Truck) Rental Services for the Pasay Reclamation Development Project.
2.2 Project Location: Pasay Reclamation Development Project Site, Manila Bay, Philippines.
2.3 Project Overview:
To meet the construction requirements of the project, water trucks will be rented for road dust suppression, site cleaning, and other construction support operations at the project site.
2.4 Scope of Supply:
The scope of this procurement includes the rental of land equipment (water trucks), including equipment supply, transportation, mobilization and demobilization, maintenance, repair, and all services required to ensure the normal operation of the equipment. Detailed technical requirements are provided in Chapter 5 – Technical Specifications.
2.5 Equipment: Water Truck.
2.6 Quantity: Refer to the Equipment Requirements Schedule in the Bidding Documents.
2.7 Technical Specifications: Refer to Chapter 5 – Technical Specifications.
2.8 Service Location: Pasay Reclamation Development Project Site, Manila Bay, Philippines.
2.9 Service Period: From the date of contract signing until the expiration of the rental period, as specified in the Bidding Documents and the Contract.
3. Qualification Requirements for Bidders
3.1 Bidders shall be legally registered entities with a valid business license and business scope covering equipment rental or related services. They shall possess the necessary equipment, personnel, financial capability, and technical capacity to perform the Contract, and shall have completed similar equipment rental projects within the past three (3) years.
3.2 Joint venture bids are not accepted.
4. Acquisition of the Bidding Documents
4.1 Interested bidders may register and download the electronic Bidding Documents through the CCCC Supply Chain Management Information System (https://zjzcw.****.cn) from 14:00 (Beijing Time), July 17, 2026 to 14:00 (Beijing Time), July 22, 2026.
4.2 The Bidding Documents are available free of charge (RMB 0) and are non-refundable.
4.3.1 Suppliers already registered in the system and approved under the Employer's supplier hierarchy, or those who have added the Employer as a cooperative entity, may directly register for the bidding.
4.3.2 Registered suppliers under peer-level organizations that have not yet added the Employer as a cooperative entity shall submit a cooperation application and may register only after approval.
4.3.3 Suppliers not yet registered in the Supply Chain Management Information System shall complete the registration process and select the Employer as the recommended organization or intended cooperation organization. Registration will be accepted only after approval.
5. Submission of Bids
5.1 The deadline for submission of bids is 14:00 (Beijing Time), July 27, 2026. Bidders shall submit their electronic bid documents through the CCCC Supply Chain Management Information System before the deadline.
5.2 Late submissions will not be accepted by the CCCC Supply Chain Management Information System.
5.3 The electronic bid shall consist of the electronic quotation sheet and its attachments. In the event of any inconsistency between the electronic quotation sheet and the attachments, the data in the electronic quotation sheet shall prevail.
