(b)Qualification requirements to be met to implement government procurement policies: This procurement project shall implement relevant policies including government support for welfare enterprises employing the disabled, support for micro, small and medium-sized enterprises (this project is exclusively open to SMEs), support for prison enterprises and drug rehabilitation enterprises, as well as preferential policies for underdeveloped regions and ethnic minority areas.

(c)本项目的特定资格要求：1）具备市政公用工程施工总承包三级及以上资质；
2）具备有效期内的安全生产许可证；
3）项目拟派项目经理：市政公用工程专业二级及以上注册建造师执业资格。

(c)Specific qualification requirements for this program: 1）Possess Class III or higher General Contracting Qualification for Municipal Public Works Construction;
2）Hold a valid Work Safety License within its validity period;
3）The proposed project manager for the project shall hold a Class II or higher Registered Constructor Qualification in Municipal Public Works.
