China Unicom AAE-1 Myanmar Ngwe Saung Submarine Cable Landing Station Diesel Fuel Procurement Project for the year 2026–2028

（二）项目实施内容：

(2) Project Scope:

2026-2028年度威双登陆站油机2年用油，采购周期为2026年9月1日—2028年8月31日。

Procurement of diesel fuel for the generators at the Ngwe Saung submarine cable landing station for a two-year period, from 1st September 2026 to 31st August 2028.

（三）资格条件：

(3) Qualification Requirements:

(a) 供应商资格要求：

(a) Supplier Eligibility

- 供应商在缅合法注册，在缅甸具备经营燃料油的相关资格，需提供营业执照；
- ****联通国际公司财务认可的有效发票；
- ****联通供应商黑名单禁入期限内；
- 本项目不接受联合体投标。

Suppliers must meet the following requirements:

- Be legally registered in Myanmar and hold the appropriate licenses/qualifications to operate a fuel supply business in Myanmar. A valid business registration certificate must be provided.

- Be able to issue valid invoices that are acceptable under the financial requirements of China Unicom International.

- Not be subject to any suspension or blacklist restrictions imposed by China Unicom.

- Consortium bids are not accepted for this project.

(四) 供应商应满足以下条件：

(4) Supplier Capability Requirements

- 接到联通的送油需求通知后，需在24小时内将油准时送达登陆站；
- 加油时需提供专业人员和专业工具，保证加油安全进行；
- 在送油时，中途发生意外无法按时送达登陆站，需在规定时间****加油站调取用油，保证加油能按时进行；
- 能提供Premium品质或以上品质的柴油。

The supplier shall be able to:

- Deliver diesel fuel to the landing station within 24 hours after receiving a fuel delivery request from China Unicom.

- Provide qualified personnel and appropriate professional equipment to ensure safe refueling operations.

- During the fuel delivery, if unforeseen circumstances happens and delay the fuel delivery, the fuel must be sourced from Ngwe Saung nearest fuel station within the required timeframe to ensure refueling can be carried out on schedule.

- Supply Premium-grade diesel fuel or higher.

The Bidder shall confirm the Letter of Commitment by email and submit the email confirmation together with the Bid Proposal. Failure to provide the required email confirmation may result in the Bid Proposal being considered non-compliant with the requirements of the Tender Documents.
