Tender Announcement for 2026-2027 Annual Midea International Supply Chain Capability Center Egypt Import and Export Integrated Business

为满足美的埃及区域运输及进出口清关需求，秉着“公平、公正、开放、透明”的原则引入优质物流**伙伴，以**共赢的理念推进业务高效开展，现由****对“2026-2027年度埃及进出口拖报一体业务”进行公开招标，竭诚欢迎符合要求的物流服务商踊跃参加投标。

To meet the transportation and customs clearance needs for Midea in the Egypt region, and adhering to the principles of 'fairness, justice, openness, and transparency,' we introduce high-quality logistics partners, promoting efficient business operations with the concept of win-win cooperation. The Midea International Supply Chain Capability Center is now conducting a public tender for the '2026-2027 Annual Egypt Import and Export Integrated Business.' We sincerely welcome logistics service providers that meet the requirements to participate actively in the bidding.

一、标的介绍

I. Introduction to the Tender

1、标的信息：2026-2027****工厂进出口拖报一体全流程服务，预计需求柜量约10,194柜/年（具体服务范围及相关细节，将在招标说明书中进一步明确）。

1. Tender Information: 2026-2027 annual integrated full-process service for import and export drayage in the Egypt region, with an estimated demand of approximately 10,194 TEUs/year (specific service scope and related details will be further clarified in the tender document).

2、合同期限：2026年10月1日-2027年9月30日（具体起止时间以双方签订的正式合同为准）。

2. Contract Period: October 1, 2026 - September 30, 2027 (the exact start and end dates shall be subject to the formal contract signed by both parties).

3、业务类型：****工厂与**之间的集装箱拖车运输，本地费用垫付以及进出口货物报关全流程服务（单据处理、清关申报、税费代缴、单证回收、货物放行协调等），实现拖车运输与报关服务无缝衔接。

3. Business Type: Covers container trucking between major factories and ports in Egypt, local cost advances, and the entire process of customs clearance for import and export goods (document processing, customs declaration, tax payment on behalf of customers, document recovery, and cargo release coordination), ensuring seamless integration of trucking and customs clearance services.

4、其他需求：本项目相关未尽事宜，均以美的国际物流服务协议条款为准。

4. Additional Requirements: Any matters not covered in this project shall be subject to the terms and conditions of Midea International Logistics Service Agreement.

二、供应商投标要求标书代写

（一）供应商资质要求及材料提交

(1) Supplier Qualification Requirements and Material Submission

本次招标供应商资质明确以下基本资质要求，所有证明材料均需****公司公章，需真实有效、在有效期内，具体如下：

The qualification requirements for the tendering suppliers are clearly defined as follows: All supporting documents must be provided in scanned form, sealed with the company seal, and must be authentic, valid, and current. The specific requirements are as follows:

2	具备在埃及合法开展进出口清关业务的资质与服务能力（自有或签约**方具备合法报关资质）。 Possess the qualifications and service capabilities to legally conduct import and export customs clearance business in Egypt (own or contracted partners have legal customs declaration qualifications).	2.1 埃及海关注册清关资质证书（CCL）（自有或签约方均可，若为方需提供**协议扫描件） 2.1 Egypt Customs Clearance License (CCL) (Self-owned or contracted partners are acceptable; if provided by a partner, a scanned copy of the cooperation agreement shall be attached).
3	在埃及合法进行道路运输的企业（自有或签约**方具备合法道路运输资质）。 A company legally authorized to conduct road transportation in Egypt (self-owned or contracted partners with legal road transportation qualifications are acceptable).	3.1 **管理局道路运输经营许可证（LTRA）（自有或签约方均可，若为方需提供协议扫描件） 3.1 Inland transportation license issued by Egyptian Land Transport Regulatory Authority (LTRA) (Self-owned or contracted partners are acceptable; if provided by a partner, a scanned copy of the cooperation agreement shall be attached).
4	在埃及具备完善的风险保障能力与良好的本地物流服务能力，投保合规营运车辆保险及货物运输保险，可全面覆盖进出口陆路运输作业风险，保障货物全程安全、合规履约。 A local logistics enterprise with sound risk guarantee system and reliable local service capabilities in Egypt, with valid commercial vehicle insurance and cargo transportation insurance to cover all risks of import and export land transportation and ensure safe and compliant service performance.	4.1 有效营运车辆保险及货物运输综合保险单 4.1 Valid commercial vehicle insurance and comprehensive cargo transportation insurance policy

（二）通用禁止投标情形

(2) General prohibitions on bidding

1. 法定代表人为同****公司，不得同时参加本次招标；

1. Companies with the same legal representative shall not participate in this tender simultaneously;

2. 存在控股、参股、交叉持股或直接管理****公司，不得同时参加本次招标；

2. Companies that have controlling, participating, cross-shareholding, or direct management relationships shall not participate in this tender simultaneously;

3. 存在其他可能影响招投标活动公平、公正进行的关联****公司，不得同时参加本次招标；

3. Companies that have any other potential relationship affecting the fairness and impartiality of the bidding process shall not participate in this tender simultaneously;

4. ****集团在职员工亲属（指配偶、直系血亲、三代以内旁系血亲、近姻亲关系）的供应商；

4. Suppliers whose shareholders are relatives of Midea Group employees (including spouses, direct blood relatives within three generations, collateral blood relatives within three generations, and close affinal relations);

5. ****集团离职未满五年，曾任Band2及以上职位的人员，在供应商处担任管理层、股东或销售岗位的供应商；

5. Persons who have left Midea Group within the past five years and previously held Band 2 or higher positions, serving as managers, shareholders, or in sales roles at suppliers;

6. 公司法人、股东及业务****集团黑名单的供应商。

6. Suppliers whose company legal representatives, shareholders, and business personnel have been listed in the Midea Group blacklist.
