(b)Qualification requirements to be met to implement government procurement policies: (1) This project is specifically oriented towards procurement from small and medium-sized enterprises, implementing the "Notice on the Administrative Measures for Government Procurement to Promote the of Small and Medium-sized Enterprises" (Caiku [2020] No. 46) and the "Notice of the Ministry of Finance on Further Increasing Support Small and Medium-sized Enterprises in Government Procurement" (Caiku [2022] No. 19). (2) Support prison enterprises and welfare units for with disabilities, and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（1） 未被“信用中国”（www.****.cn）、中国政府采购网（www.****.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单。
（2）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加****政府采购活动。
（3）本项目专门面向中小型企业。
（4）本项目不接受联合体形式投标。

(c)Specific qualification requirements for this program: (1) Not listed as a dishonest judgment debtor or a party to a major tax violation case on "Credit China" (www.****..cn) and the China Government Procurement Network (www.****.cn), and not on the list of records of serious illegal and dishonest acts in government procurement.2) Different suppliers whose heads are the same person or who have a direct holding or management relationship shall not participate in government procurement activities under the same contract project. (3) This project specifically oriented towards small and medium-sized enterprises. (4) This project does not accept bids in the form of a consortium.
