投标人应具备的资格或业绩:投标人资格和业绩要求：Qualification and Achievement requirements for the bidder1.（1）投标人必须是自主合法技术专利拥有者；投标人具有近20年在中国大陆激冷流程乙烯焦油气化装置，总进料量≥7吨/小时的工业化运行业绩1套（含）以上。业绩以合同为准，需提供合同复印件，使用单位负责人姓名及联系电话，以便核查。The Bidder must be the legitimate owner of the proprietary technology patents; and the Bidder shall have at least one (1) set of industrial operation performance of an ethylene tar gasification unit with quench process in Mainland China within the past 20 years, with a total feed rate of 7 t/h or above. The performance shall be evidenced by contracts, and the Bidder shall provide copies of the relevant contracts, as well as the name and contact telephone number of the person in charge of the operating unit, for verification purposes.(2) 投标人须提供各种（合格有效的）资质证书的复印件：如营业执照、经营许可证等；Bidder should provide the printed version of various valid qualification certificates, such as business license and operation license, etc (The copy must be signed or sealed by the bidder).(3) ****银行在开标日前三个月内开具的资信证明的原件或该原件的复印件（由投标人代表签字或盖章）。The Bidder shall provide the bank reference letter issued within three months prior to the date of bid opening in original or its copy (The signature or sealing by the respective of bidders is needed).（4）提供2023年至2025年的财务会计报表，如果****公司的分公司（或科研院所），可以只提供资产负债表、现金流量表、利润表的复印件，加盖投标人公章。Provide Financial Status s for the years from 2023 to 2025 If the bidder is a branch of a limited company (or a research institute), financial reports can be limited to duplicates of balance sheet, cash flow statement, and income statement. Bidding Company’s stamp is required on the reports.(5) 本项目不接受联合体投标。Consortium bid: will not be accepted.(6)信誉要求： Requirements for reputation 6.1在最近3年内未发生重大设计质量问题。No major design quality problems have occurred in the last three years. 6.2****机关在**企业信用信息公示系统（www.****.cn）列入严重违法失信企事业名单。It has not been included in the list of serious illegal and dishonest enterprises and institutions by the administrative department for Industry and Commerce in the national enterprise credit information publicity system (www.****. The PDP documents for review shall be delivered in 12 weeks after the kick-off meeting, which can be provided in batches to meet the basic design requirements.
