(b)Qualification requirements to be met to implement government procurement policies: (1) This project is specifically oriented towards procurement from small and medium-sized enterprises, implementing the "Notice on the Administrative Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises" (Caiku [2020] No. 46) and the "Notice of the Ministry of Finance on Further Increasing Support for Small and Medium-sized Enterprises in Government Procurement" (Caiku [2022] No. 19). (2) Support prison enterprises and welfare units for persons with disabilities, and treat them as small and micro enterprises.

(c)Specific qualification requirements for this program: (1) Not listed as a dishonest judgment debtor, a party to a major tax violation case, or a record of serious illegal and dishonest behavior in procurement on "Credit China" (www.****.cn) and the China Government Procurement Network (www.****.cn). (2) Poss a valid "Security Service License" issued by a provincial or municipal public security department. (3) Different suppliers whose heads are the same person or who have a direct holding or management shall not participate in the same government procurement activity under the same contract project; (4) This project is specifically oriented towards procurement from small and medium-sized enterprises. (5) project does not accept bids in the form of a consortium.
