(b)Qualification requirements to be met to implement government procurement policies: (1) This project is specifically oriented towards procurement from small and medium-sized enterprises, implementing the "Notice on the Administrative Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises" (Caiku [2020] No. 46) and the "Notice of the Ministry of Finance on Further Increasing Support for Small and Medium-sized Enterprises in Government Procurement" (Caiku [2022] No. 19). (2) Support prison enterprises and welfare units for persons with disabilities, and treat them as small and micro enterprises.

(c)Specific qualification requirements for this program: 3.1 Not listed as a party to major tax violation cases on the "Credit China" website (URL: http://www.****.cn/); not listed as a dishonest judgment debtor on the "China Enforcement Information Disclosure Network" website (URL: http://zxgk.****.cn/shixin/); and not listed on the record of serious illegal and dishonest acts in government procurement on the China Government Procurement website (URL: https://www.****.cn/search/cr/); 3.2 Different suppliers whose persons in charge are the same person, or who have a direct holding or management relationship, shall not participate in government procurement activities under the same contract project. 3.3 This project is specifically oriented towards procurement from small and medium-sized enterprises. 3.4 This project does not accept bids in the form of a consortium.
