本项目采购标的所属行业为《中小企业划型标准规定》（工信部联企业〔2011〕300号的附件）中所述的其他未列明行业。
投标人提供的服务必须全部由中小企业承接。若投标人对是否能够享受中小企业扶持政策把握不准，因而不能确定是否应参加本项目竞争时，可以向招标代理机构联系人咨询（联系方式见本公告最后）。

(b)Qualification requirements to be met to implement government procurement policies: This project is not specifically aimed at procurement for small and medium-sized enterprises, and all small, medium, and micro enterprises can participate in bidding. The industry to which the procurement target of this project belongs is other unspecified industries as described in the "Regulations on the Classification Standards for Small and Medium sized Enterprises" (Attachment of MIIT Joint Enterprise [2011] No. 300). All services provided by bidders must be undertaken by small and medium-sized enterprises. If the bidder is unsure whether they can enjoy the support policies for small and medium-sized enterprises, and therefore cannot determine whether they should participate in the competition of this project, they can consult with the contact person of the bidding agency (see the contact information at the end of this announcement).

(c)本项目的特定资格要求：（1） 参加政府采购活动前三年内（从2023年8月31日至今）未被列入失信被执行人、重大税收违法****政府采购严重违法失信行为记录名单。
（2） 已按《****政府采购供应商信息登记管理办法》的规定完成登记入库手续。
（3） 法人的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的对该投标活动承担全部直接****银行、保险等分支机构的登记注册由行业主管部门事前审批并颁发经营许可，应提供经营许可证，无需再提供法人出具的承诺函）。
（4） 具有省级及以上市场监管部门颁发的检验检测机构资质认定证书（CMA），且与所投包件相适应的检测项目已包含在资质认定批准的能力范围内。

(c)Specific qualification requirements for this program: (1) Within the three years prior to participating in government procurement activities (from August 31, 2023 to present), have not been included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement. (2) The registration and warehousing procedures have been completed in accordance with the "Shanghai Municipal Government Procurement Supplier Information Registration Management Measures". 本次招标执行本国产品标准、政府强制或优先采购节能和环境标志产品、促进中小微企业、促进残疾人就业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及支持科学进步等相关政策。
符合财库〔2017〕141号文规定条件的残疾人福利性单位、符合财库〔2014〕68****监狱和戒毒企业均视同小微企业。

This bidding adheres to domestic product standards, government policies mandating or prioritizing the procurement of energy-saving and environmentally labeled products, policies promoting small and micro enterprises, policies facilitating employment for the disabled, policies supporting prisons and drug rehabilitation enterprises, policies aiding underdeveloped regions and ethnic minority areas, and policies supporting scientific progress. Disabled welfare units that meet the conditions stipulated in Cai Ku [2017] No. 141 document, as well as prisons and drug rehabilitation enterprises that meet the conditions stipulated in Cai Ku [2014] No. 68 document, are considered as small and micro enterprises.
