本地实体：在沙特合法登记注册成立的独立法人或其他组织，需提供合法注册登记证明，****公司注册文件、税务文件、银行账号证明，业务范围应含人力**供应，****公司服务范围的资质文件等；

Local Entity: An independent legal entity or other organization duly registered and established in Saudi Arabia. The bidder shall provide valid registration and incorporation certificates, including but not limited to company registration documents, tax registration documents, and bank account confirmation. The business scope must cover human resources supply, and the bidder shall also submit supporting qualification documents evidencing its service capabilities.

雇主资质：持MHRSD核发的人力/招聘许可，供应商须在GOSI系统完成年检，Nitaqat等级须达到绿色及以上；

Qualification of the Employer: The supplier is required to possess a manpower/recruitment license duly issued by the Ministry of Human Resources and Social Development (MHRSD). Furthermore, the supplier must have completed the annual inspection through the GOSI system, and its Nitaqat classification level shall be no less than Green.

税务合规：持有ZATCA增值税（VAT）登记证明，可开具合规电子发票

Tax Compliance: Hold a ZATCA Value Added Tax (VAT) registration certificate and be capable of issuing compliant e-invoices.

服务承诺：所有EOR服务（含Iqama办理、薪酬发放、社保缴纳）须以自身名义执行，严禁转包

Service Undertaking: All Employer of Record (EOR) services, encompassing Iqama processing, payroll administration, and social insurance contributions, shall be carried out directly by the provider under its own legal entity. Subcontracting or outsourcing of such services to any third party is expressly forbidden.

近3年内不超过3项（含3项）诉讼及仲裁；

No more than 3 (inclusive) litigation and arbitration cases within the past 3 years.

****银行资信、商业信誉和较强的企业综合实力，能够满足采购人的要求，未处于被责令停业、财产被接管或冻结、破产状态；

The bidder undertakes that it has sound banking credit, good commercial reputation, and strong comprehensive corporate capabilities, and is able to meet the requirements of the Purchaser. The bidder further confirms that it is not under any order of business suspension, nor is its property under receivership, frozen, or in bankruptcy.

****公司负责人为同一人或者存在控股、****公司同时参加本项目；

The bidder undertakes that it will not participate in this project concurrently with any other company that shares the same legal representative, or has a controlling or management relationship with the bidder.

****联通供应商黑名单禁入期限内；

The bidder undertakes that it is not currently subject to any blacklist exclusion period of China Unicom's supplier management.

本项目不接受联合体参与。

This project does not accept participation by joint ventures/consortia.
