CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CSPC Huizhou Phase 3 Ethylene Project(hereinafter referred to as “Procuring Entity(Company/Purchaser)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of CSPC Huizhou Phase 3 Ethylene Project. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC HuizhouPolycarbonate Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 对投标人的资格和业绩要求

Requirements for Qualifications and the Past Performance of the Bidder:

（1）★资格要求Requirements for Qualifications of the Bidder

A. 如果投标****公司，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；

If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).

如果投标****公司，****公司登记注册证明；

If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.

****公司的，需具有合法有效的营业执照（境内注册）/公司登记注册证明（境外注册）和上级法人单位****公司投标和签订合同），投标时需提供原件扫描件（原件备查）。

If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).

Bid by Agent is not accepted. The bidder shall be the manufacturer of bid goods, including the sales company within the same group as the manufacturer of bid goods. If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.

（2）★业绩要求Requirement for Bidder's Past Performance:

2021年5月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有1个卡套管阀件合同业绩，且满足如下要求：标书代写

1）单个合同需满足不少于300台包含口径为1/2英寸,3/4英寸,1英寸,1又1/2英寸三乙基铝介质三瓣片式带短管防火阀门的要求。

2）具有不少于1套应用于一氧化碳钢瓶歧管系统球阀的合同业绩，且满足球阀设计压力达到17.24MPaG的要求。

注：1）和2）要求可不在同一合同中，可提供两个合同。

同一集团全球范围内不****集团****公司****公司****工厂）制造的所投产品的业绩，视为投标人所投产品的制造商的业绩；投标人应提供说明函，说明本次所投产品的制造商与满足上述业绩要求的产****集团。

From May 1, 2021 to the bid deadline (based on the contract signing date), the manufacturer of the products tendered by the bidder shall have one contractual performance of Ferrule Tube and Valves and meet the following requirements:

(1) Each individual contract must meet the requirement of no less than 300 units, including fire valves with short pipes and three-lobed aluminum triethylamine media, with diameters of 1/2 inch, 3/4 inch, 1 inch, and 1 1/2 inch.

(2) One set of contract performance records for ball valves applied to CO cylinder manifold systems, with a ball valve design pressure reaching 17.****.

(3) Note: (1) and (2) can not be in the same contract; two separate contracts can be provided.

Performance records of products manufactured by different manufacturers within the same group globally (i.e., wholly-owned subsidiaries, controlling subsidiaries, or manufacturing plants under the same group) shall be deemed as the performance records of the manufacturer of the product submitted by the bidder. The bidder shall provide an explanatory letter clarifying that the manufacturer of the product submitted and the manufacturer of the product meeting the above performance requirements belong to the same group.

投标人须提交相关业绩证明文件。业绩证明文件包括：1）合同。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称、供货数量、口径尺寸、阀门形式、应用环境、设计压力。

Bidders must submit relevant performance supporting documents. The performance supporting documents include: 1) Contract. The performance supporting documents submitted by the bidder must at least reflect the following content: contract signing date, contract signing page (domestic trade contracts should bear the seals of both parties, while international trade contracts should bear the signatures or seals of both parties), name of goods, quantity of supply, size of goods, type of valves, application environment, and design pressure.

若业绩合同为无固定总价协议，除提供协议外，还应提供相应的订单，订单内容或编号应与协议相关联。同一个协议下提供1个或以上的订单均算为1个业绩。

If the performance contract is a non-fixed total price agreement, in addition to providing the agreement, the corresponding order should also be provided, and the order content or number should be associated with the agreement. Providing one or more orders under the same agreement counts as one performance.

未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均被视为无效业绩。

Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.

Bidders are requested to log in to the "招标公告" (Notice of Procurement ) page of the CNOOC Supply Chain Digital Platform System (https://bid.****.cn) to purchase the Solicitation Documents from August 7, 2026 to August 14, 2026.

首次登录必须先进行注册（免费），注册方式选择“自主注册公开招标”。选择其他注册方式将导致注册失败。注册成功后，方可购买招标文件。

For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自主注册公开招标" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. Only after successful registration can a bidder purchase the Solicitation Documents.

投标人须在线填写“购买招标文件登记表”，并在线支付标书款。支付成功后，投标人可自行下载招标文件。招标文件每套售价为人民币200元或25美元，售后不退。文件发售费用用于印刷和邮寄招标文件/资格预审文件。有邮寄需求的请在支付时备注收件人相关信息。

The bidder is requested to fill in the "购买招标文件登记表" (Registration Form for Purchasing Solicitation Documents) online and pay the document fee online. After successful payment, the bidder can download the Solicitation Documents by themselves. Each set of the Solicitation Documents is priced at 200 Renminbi yuan or 25 US dollars, and the fee is non-refundable after purchase. This fee is used for printing and mailing the solicitation documents/ pre-qualification documents. For those requiring mailing, please fill in the recipient's relevant information when making the payment.
