1.采购条件

项目单****研究院有限公司，项目资金来自企业自有资金，出资比例为100%，资金来源已落实，采购****研究院有限公****研究院有限公司)，并委托****为采购代理机构。项目已具备采购条件，现对该项目进行公开谈判采购。

3.响应供应商资格要求

3.1 本次采购要求响应供应商须为中华人民**国境内依法注册的法人、其他组织或自然人，须具备承担所响应项目的资格条件；响应供应商如为国外供应商应递交提供营业执照或所在地登记证明材料（复印件盖章），响应供应商无印章的，提交由单位负责人签字的所在地登记证明材料；并在人员、设备、资金等方面具有保障如期完成成交项目的能力。

3.2 除专用资格要求中明确接受联合体响应的项目外，不接受联合体响应。

3.3本次采购是否接受代理商响应见3.7专用资格要求。如接受代理商响应的，代理产品不得属于《机电产品国际招标投标实施办法（试行）》（商务部令2014年第1号）规定必须进行国际招标的产品。

3.4 接受代理商或者外协外购产品响应时，其响应产品制造商须在境内具备相应货物的制造能力，并在人员、设备、资金等方面具有保障相应协作承制货物如期交货的能力。除特别注明外，这些资格、资质、业绩均系响应供应商本人或者其代理或外协产品制造商本人所拥有的权利权益。

3.5 响应供应商及其响应产品须满足如下通用资格要求：

（1）响应产品制造商必须具有生产响应产品所需的生产场地、生产设备、生产人员、产品及元器件检测能力。本采购活动不接受贴牌代工、分包（采购文件中规定的允许外购外协的除外）、转包行为的响应。

这些制造、检测能力应当分别相当于或者优于采购人招投标交易平台信息系统（https://ecp.****.cn）中发布的“供应商资质能力信息核实规范”提出的相应条款要求（查看路径：招投标交易平台信息系统首页→供应商管理→资质能力核实→资质能力核实规范标准）。（本项目不适用）。

（2）在与规范相同或较规范更严格的条件下，响应产品的投运数量或供货数量及其成功运行时间满足采购文件的要求。如同一包内存在不同类别的产品，除外购外协的产品外，则响应供应商须分别满足包内各类别产品的资格要求；对于外购外协的产品，产品制造商应满足本公告资质相关业绩要求。

（3）取得国家法律、法规、规章规定的有效许可证。取得采购文件要求的国家强制认证证书。（国外响应供应商应取得当地法律、法规、规章规定的有效许可证）。

（4）法定代表人或单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标包响应或者未划分标包的同一采购项目响应。

（5）应有良好的财务状况和商业信用。

（6）根据《****公司供应商关系管理办法》的规定，若响应供应商为制造商，响应供应商被纳入不良行为处理（包括暂停成交资格和列入黑名单）且在处理有效期内的，响应供应商在首次响应截止之日至成交通知书到达之日前，任一日在《****公司关于供应商不良行为处理情况的通报》处理期内的均适用不良行为处理结果，或响应供应商存在触发《****公司供应商关系管理办法》第六十三条安全及质量重大问题“熔断机制”情形的，其响应将被否决。若响应供应商为代理商，响应供应商或其代理产品的制造商被纳入不良行为处理（包括暂停成交资格和列入黑名单）且在处理有效期内的，响应供应商或其代理产品的制造商在首次响应截止之日至成交通知书到达之日前，任一日在《****公司关于供应商不良行为处理情况的通报》处理期内的均适用不良行为处理结果。或响应供应商或其代理产品的制造商存在触发《****公司供应商关系管理办法》第六十三条安全及质量重大问题“熔断机制”情形的，其响应将被否决。即使响应供应商或其代理产品的制造商在首次响应截止日尚不存在上述情况，但在成交通知书到达之日前，出现上述情况的，采购人亦有权取消其成交资格。（国外响应供应商不适用）。

（7****法院、国家发展改革委、国家铁路局等九部门联合印发的《关于在招标投标活动中对失信被执行人实施联合惩戒的通知》（法〔2016〕285号），****人民法院列为失信被执行人。响应供应商不得存在违法失信行为，不得被“信用中国”网站（www.****.cn）列入严重失信主体名单。即使响应供应商在首次响应截止日未出现被列入失信被执行人或严重失信主体名单的情形，但在成交通知书到达之日前，存在上述情形的，或存在其他不符合成交条件的，采购人有权取消其成交资格。（国外响应供应商不适用）。

(8) 根据《企业信息公示暂行条例(2024修订)》（国务院令第777号），响应供应商不****机关在国家企业信用信息公示系统中列入市场监督管理严重违法失信名单或列入经营异常名录信息。响应供应商需同时在商务文件中提供在国家企业信用信息公示系统（www.****.cn）查询的，包含“营业执照信息”、“列入严重违法失信名单（黑名单）”、“列入经营异常名录信息”、“行政处罚信息”、“清算信息”的查询结果。如响应供应商未提供企业信用信息公示报告，或提供的报告不符合采购文件规定的格式与内容，****委员会认定有异议的，响应供应商的“列入经营异常名录信息”和“列入严重违法失信名单（黑名单）信息”****委员会在国家企业信用信息公示系统（www.****.cn）查询的结果为准。响应供应商提供虚假企业信用信息公示报告的，按照虚假响应进行否决，并根据《****公司供应商关系管理办法》进行相应处理。即使响应供应商在首次响应截止日未出****机关列入经营异常名录或市场监督管理严重违法失信名单的情形，但在成交通知书到达之日前，存在上述情形的，采购人有权取消其成交资格。（国外响应供应商不适用）。

（9）外购外协原材料、配套元件和外部委托加工及进口散装的部件应符合本采购技术规范要求。响应供应商应具备对外购外协原材料、配套元件和外部委托加工及进口散装的部件进行进厂验收所需的检验制度、检测手段和能力，和由材料、元件和部件供应商提供的检测合格证明。原材料组部件管理应当具有可追溯性。(如有）

（10）取得国家授权的专业检测机构或者国际专业权威机构出具的产品有效试验报告，且报告结论数据满足本次招标技术规范要求。各类试验报告均系针对具体型式规格产品的试验报告。国家、行业已经发布相应产品标准的，响应供应商须取得国家授权的专业检测机构或者国际专业权威机构出具的型式试验报告；国家、行业尚未发布相应产品标准的，响应供应商须取得国家授权的专业检测机构或者国际专业权威机构****公司企业标准出具的检验检测报告。（国外响应供应商应取得本国上述要求的报告）。

（11）响应供应商应自行响应采购文件，不得委托中介机构或者中间人编制响应文件或代行办理响应事宜。

（12）响应供应商发生合并、分立、破产等重大变化的，应当及时书面告知采购人。响应供应商不再具备采购文件规定的资格条件或者其响应影响采购公正性的，其响应无效。

（13）响应供应商不得****公司《关于供应商不良行为处理情况的通报》中被纳入不良行为处理（包括暂停成交资格和列入黑名单）且在处理有效期内的外购外协供应商或代理（集成服务）原制造商的产品；不得选配涉嫌存在《招标投标法》第53条、《招标投标法实施条例》第51条所列违法行为，****机关立案的外购外协供应商或代理（集成服务）原制造商的产品。（国外响应供应商不适用）。

（14）必须具有生产响应产品所需工序的工艺文件、作业指导书，且能保证产品生产的需要。各个工序按工艺文件执行，并具有可追溯性。（如有）

（15）必须具有生产响应产品所需的出厂检测能力，包括试验场地、试验设备和试验人员。（如有）

（16）响应产品不得选配缺陷责任期（自设备投运之日起两年内）发生产品质量问题（包括但不限于接续、接触机械电气性能，支撑、封闭绝缘性能，以及电力电子性能下降、老化、毁损、丧失等）导致设备停运检修的组件材料制造商的产品。

（17）其他

3.6 如接受联合体响应的，响应供应商还应遵守以下规定：

（1）联合体各方均应满足3.5款的全部规定和3.7款的相应规定。

（2）联合体各方应按照采购文件提供的格式签订联合体协议书，明确联合体牵头人和各方的权利义务。

（3）联合体牵头人代表联合体各方负责获取本项目的采购文件及响应工作。

（4）由同一专业的单位组成的联合体，按照资质等级较低的单位确定资质等级；不同专业分工由不同单位分别承担的，按照各自的专业资质确定联合体的资质。

（5）联合体各方不得再以自己名义单独或参加其他联合体在同一标包中响应。

3.7 响应供应商及其响应产品须满足相应采购货物的专用资格要求如下：

3.8 各响应供应商均可就本次采购的部分或全部标包响应。

4.采购文件的获取

4.1采购文件（电子文件）免费获取。

4.2本项目采取电子邮件方式报名。凡有意参加响应者，请按照下面流程获取采购文件：

（1）请于2026年8月7日18时00分 至8月14日24时00分（**时间，下同）领取谈判采购文件。

1. Procurement Conditions

The project unit is Global Energy Interconnection Research Institute CO.,LTD, and the project funds are sourced from the enterprise's own capital, with a 100% contribution ratio. The funding source has been secured. The purchaser is China Electric Power Research Institute Co., Ltd. (Global Energy Interconnection Research Institute CO.,LTD), and Tianheng Tendering Co., Ltd. has been entrusted as the procurement agency. The project is now ready for procurement and will undergo open negotiated procurement.

2. Project Overview and Procurement Scope

See the appendices of the procurement announcement for details.

3. Qualification Requirements for Respondents

3.1 For this procurement, respondents who are legally registered legal entities or organizations within the People's Republic of China must meet the qualification requirements for the project. Foreign respondents shall submit a business license or local registration certificate (stamped copy). If the respondent lacks an official seal, a locally registered certificate signed by the responsible person shall be provided. The respondent must possess the corresponding supply capacity for this procurement project.

3.2 Consortium respondents shall not be accepted, except for projects where consortium participation is explicitly permitted in the Special Qualification Requirements.

3.3 Acceptance of agent responses is specified in Clause 3.7 Special Qualification Requirements. If permitted, represented products shall not be subject to mandatory international bidding under Measures for the Implementation of International Bidding for Mechanical and Electrical Products (for Trial Implementation) (MOFCOM Order No.1, 2014).

3.4 Where agent or outsourced product respondents are accepted, the product manufacturer shall have domestic manufacturing capacity and sufficient personnel, equipment and funds for timely delivery of jointly manufactured goods. Unless otherwise specified, all qualifications, credentials and performance records shall belong to the respondent or its agent/outsourced product manufacturer.

3.5 The respondent and its responsive products shall meet the following general qualification requirements:

(1) The responsive product manufacturer shall have required production premises, equipment, personnel and testing capacity for products and components. OEM, subcontracting and contract transfer are not accepted, except for permitted outsourcing under this document.

Its manufacturing and testing capacities shall be equal to or better than relevant stipulations in the Supplier Qualification Verification Specifications on the ECP platform (https://ecp.****.cn, path: Homepage → Supplier Management → Qualification Verification → Verification Specifications). (Not applicable to this project)

(2) Under conditions equal to or stricter than specifications, the supplied/commissioned quantity and successful operation duration of responsive products shall comply with procurement document requirements. For mixed category products in one lot, the respondent shall meet qualification requirements for each category except outsourced products, whose manufacturers shall satisfy relevant performance requirements in this notice.

(3) Hold valid licence required by national laws and regulations, as well as specified national mandatory certification certificates. (Foreign respondents shall hold valid licence under local laws and regulations.)

(4) Entities sharing the same legal representative or person in charge, or under mutual holding/management relations, shall not respond to the same lot or the same non lot divided procurement project.

(5) Possess sound financial status and commercial credit.

(6) (Not applicable to foreign respondents). Under State Grid Supplier Relationship Management Measures:

For manufacturer respondents, responses shall be rejected if under valid adverse-conduct sanctions (suspended award qualification, blacklisting) at any point from initial response deadline to award-notice issuance, or triggering the Article 63 safety-quality “circuit-breaker mechanism”. For agent respondents, responses shall be rejected if either the agent or its product manufacturer falls into the above-mentioned sanctions or triggers the “circuit-breaker mechanism”. The purchaser may revoke award qualification if such circumstances arise before award-notice issuance, even if absent by the response deadline.

Respondents shall submit NECIPS inquiry results covering business license, serious-dishonesty list, business-abnormality list, administrative penalties and liquidation information in commercial documents. Where no is submitted, the fails format/content requirements, or disputes arise, the review panel shall adopt real-time NECIPS inquiry results. Submission of falsified reports constitutes false response leading to rejection and sanctions under State Grid supplier rules. The purchaser may revoke award qualification should the above-mentioned listing occur before award-notice issuance.

(9) (If applicable) Outsourced raw materials, auxiliary components, externally-processed and imported knocked-down parts shall comply with technical specifications. Respondents shall possess incoming-inspection systems, testing capabilities and valid test certificates from component suppliers. Traceability shall be ensured for raw materials and components.

(10) Valid test reports issued by authorized national or internationally-recognized professional testing institutions shall be provided, with conclusions complying with technical specifications. s shall correspond to specific product types and models. Where national / industrial standards exist, type test reports are required. Where no such standards exist, inspection reports based on State Grid corporate standards shall be provided. Foreign respondents shall furnish equivalent local reports.

(11) Respondents shall prepare responses independently. No intermediaries or agents may draft response documents or conduct bidding-related formalities on their behalf.

(12) Respondents shall promptly inform the purchaser in writing of major changes including merger, division or bankruptcy. The response shall be invalid if qualification is lost or procurement impartiality is compromised.

(13) (Not applicable to foreign respondents). Respondents shall not adopt products from outsourced suppliers or original manufacturers for agency/integration services who are under valid adverse-conduct sanctions (suspended award qualification, blacklisting) in State Grid’s adverse-conduct circular, or under judicial investigation for violations under Article 53 of the Bidding Law and Article 51 of its Implementing Regulations.

(14) (If applicable) Process documents and work instructions for required production processes shall be available for manufacturing. All processes shall be implemented with traceability.

(15) (If applicable) Possess ex-factory testing capacity including test sites, equipment and personnel for responsive products.

(16) Responsive products shall not use components or materials from manufacturers whose products caused equipment shutdown for repair due to quality defects within the 2 year defect liability period upon commissioning, including but not limited to defective mechanical electrical connection, insulation, degraded power electronic performance, ageing and damage.

(17) Miscellaneous

3.6 Where consortium responses are accepted, respondents shall also comply with the following provisions:

(1) All consortium members shall satisfy all requirements under Clause 3.5 and relevant requirements under Clause 3.7.

(2) Consortium members shall sign a consortium agreement in the format specified herein, defining the lead member and rights obligations of each party.

(3) The lead member shall act on behalf of all consortium members for procurement document acquisition and response matters.

(4) For consortia composed of entities of the same profession, qualification grade shall follow the member with the lower qualification. Where different professions are undertaken by separate members, consortium qualification shall be determined by respective professional qualifications.

(5) No consortium member may submit an independent response or join another consortium for the same lot.

3.7 Respondents and their responsive products shall meet the special qualification requirements for the procured goods as follows:

4. Obtaining Procurement Documents

4.1 Procurement documents (electronic version) are available for free.

4.2 This project requires registration via email. Interested respondents should follow the steps below to obtain the procurement documents:

(1) Please collect the negotiation procurement documents from 18:00 on 872026 to 24:00 on ****026 (Beijing Time, same below).

(2) Respondents must provide either a business license or a stamped copy of the local registration certificate. If the respondent lacks an official seal, a signed local registration certificate issued by the unit's responsible person shall be submitted.

(3) Please email the above content to ywb01@thtc.****.cn, including the project name and contact details. Upon successful registration, the electronic procurement documents will be sent to the respondent's email.

4.3 Failure to obtain the procurement documents within the specified time and manner shall disqualify subsequent response and quotation.

5.1 Initial response deadline: 15:00, ****026.

Submission: Encrypted electronic responses shall be submitted to the procurement agent’s designated email: ywb01@thtc.****.

5.2 Electronic responses not successfully delivered to the above email before the deadline will be rejected. Unencrypted responses and revised versions thereof are unacceptable. Submissions by post, in-person delivery or other non-electronic means are not permitted. Responses shall contain both editable and non-editable electronic formats.

5.3 Respondents shall send the decryption password to the agent’s email within 10minutes after the deadline. The agent shall decompress documents under witness supervision.

5.4 Before the response deadline, the procurement agent shall email each respondent the Microsoft?Teams meeting ID for negotiation. Notified respondents shall join the meeting.

5.5 Responses from respondents who fail to obtain and download procurement documents as specified in the procurement announcement shall be rejected.
