(c)Specific qualification requirements for this program: (1) Not listed as a dishonest person subject to enforcement, a party to major tax violation cases, or on the record of serious illegal and dishonest behavior in government procurement on "Credit China" (www.****.cn) or the China Government Procurement Network (www.****.cn); (2) Possess the Level 3 or above general contracting qualification for power engineering issued by the Ministry of Construction, and also have a Level 3 or above (including Level 3) power facility installation, maintenance, and testing license issued by the National Energy Administration (or the National Electric Regulatory Commission); (3) The project manager must have a Level 2 or above registered constructor qualification in mechanical and electrical engineering; (4) This project is aimed at procurement from small, medium, and micro-enterprise suppliers.
