(b)Qualification requirements to be met to implement government procurement policies: This project is open to all types of enterprises, including large, medium, small, and micro-sized enterprises.

(c)本项目的特定资格要求：（2）投标人必须具有城乡规划（国土空间规划）编制资质甲级证书和工程设计建筑行业（建筑工程）甲级证书。（3）本项目接受联合投标。联合投标的须符合招标文件规定：提交联合投标协议且格式符合招标文件要求，确定联合协议的甲方作为联合体主办方，联合体成员不得多于2家，联合体各方不得再单独参加或者与其他供应商另外组成联合体参****政府采购活动，联合体中有同类资质的供应商按联合体分工承担相同工作的，应当按照资质等级较低的供应商确定资质等级。

(c)Specific qualification requirements for this program: (2)Bidders must have a Class A certificate for urban and rural planning (land and space planning) compilation qualifications and a Class A certificate for the engineering design and construction industry (construction engineering).
(3)This project accepts joint bidding. Joint bidding shall comply with the provisions of the bidding documents: submit a joint bidding agreement in the format required by the bidding documents, Party A of the joint agreement shall be designated as the consortium sponsor，the consortium shall not exceed two members, and each party in the consortium shall not participate individually or form another consortium with other members to participate in the same government procurement activity in the same contract. If suppliers with similar qualifications in the consortium undertake the same work according to the division of labor of the consortium, the qualification level shall be determined according to the supplier with a lower qualification level.

(i)符合《****政府采购法》第二十二条的规定；
