项目概况及招标范围：
The Subcontractor shall be fully responsible for completing domestic export customs declaration, Air Transportation shipment arrangements, full ground transportation within Saudi Arabia, and all Saudi import customs clearance formalities. The Subcontractor shall complete Saudi Saber certification and tax exemption application formalities in full before the goods arrive at the territory of Saudi Arabia. If the Subcontractor fails to complete the above formalities on schedule, resulting in delays to customs clearance upon arrival, all associated losses including detention fees, storage charges, customs fines, transit surcharges, project delay damages and all other consequential losses shall be borne solely and entirely by the Subcontractor.分包商应全权负责完成国内出口报关手续、空运运输安排、沙特境内全程陆路运输，以及沙特进口清关的全部手续。分包商应在货物抵达沙特境内之前，完整办理沙特SABER认证及免税申请手续。若分包商未能按期完成上述手续，导致货物抵达后清关延误，由此产生的一切损失，包括滞港费、仓储费、海关罚款、转运附加费、项目延误损害赔偿及其他一切连带损失，均应由分包商单独全部承担。
投标人资格要求：
（1）投标人须是在沙特阿拉伯完成属地化注册，并有相关服务经验；（2）投标人须有相关项目的业绩、资质和经验；（3）投标人须有充足满足项目经验的人员;（4）投标人须提供有效的CR及VAT证书。(1)Bidders must have completed localization registration in Saudi Arabia and have relevant service experience;(2)The Bidder shall have relevant project experience, qualifications, and expertise.(3)The Bidder shall have sufficient qualified personnel with relevant project experience. (4)The bidder is required to provide valid CR and VAT certificates.
