(b****政府采购政策需满足的资格要求：****政府强制采购节能产品、鼓励环保产品、扶持残疾人福利企业、支持中小微企业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及限制采购进口产品等相关政策。

(b)Qualification requirements to be met to implement government procurement policies:This procurement project implements relevant policies including the government's mandatory procurement of energy-saving products, incentives for environmentally friendly products, support for welfare enterprises for the disabled, support for micro, small and medium-sized enterprises, support for prison and drug rehabilitation enterprises, support for underdeveloped regions and ethnic minority areas, and restrictions on the procurement of imported products.

(c)本项目的特定资格要求：3、具有独立承担民事责任的能力及相应的履约能力；
4、本项目非仅面向中小企业采购；
5、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参****政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
6、符合《关于对接国际高标准经贸****政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
7、本次招标不接受联合体投标，不允许合同转让与分包。

(c)Specific qualification requirements for this program:3. Possess the capacity to independently bear civil liabilities and corresponding performance capacity;
4. This project is not exclusively open to procurement from small and medium-sized enterprises;
5. Different suppliers whose legal representatives are the same person or who have direct shareholding or management relationships shall not participate in government procurement activities under the same contract. Suppliers that provide services such as overall design, specification formulation, project management and testing for a procurement project shall not participate in other procurement activities of the same procurement project;
6. Suppliers falling under Article 17 of the Guiding Opinions on Promoting the Reform of Government Procurement in Pilot Areas by Aligning with High-Standard International Economic and Trade Rules (Hu Cai Cai〔2024〕No.12) are prohibited from participating in the procurement activities of this project.
7. Joint bidding is not accepted for this tender, and as
