ELV = Extra-Low Voltage, generally referring to low-current/weak-current systems in building and data center projects.
5.1 The respondent shall possess the relevant qualifications/certifications and experience in similar projects, and shall have the corresponding supply and execution capabilities required for this procurement project.
5.2 The bidder shall be an enterprise legally registered within China with independent legal-person status and the ability to independently assume civil liability.
5.3 The bidder shall have a sound financial accounting system and good financial standing.
5.4 During the past three years, the bidder shall have no major violations of laws or regulations, including fraudulently obtaining a contract award or serious breach of contract.
5.5 The bidder shall have a good record of paying taxes and social security contributions in accordance with applicable laws.
5.6 The bidder shall possess the equipment and professional technical capabilities necessary to perform the contract.
5.7 During the three years preceding participation in this procurement activity, the bidder shall not have been listed as a dishonest judgment debtor / subject of enforcement for failure to comply with a court judgment. Where consortium bidding is permitted, none of the consortium members shall have been listed as a dishonest judgment debtor.
5.8 Consortium bids are not accepted for this procurement.

Interested bidders shall log in to the Inspur Electronic Procurement Platform between 17:00:00 on August 21, 2026 and 2026-08-28 11:00:00 (Beijing Time) to download the electronic procurement documents.
Inspur Electronic Procurement Platform
7.1 The deadline for submission of quotation documents (hereinafter referred to as the bid submission deadline) is 2026-08-28 11:00:00. Respondents shall submit their electronic quotation documents through the Inspur Electronic Procurement Platform before the deadline.
7.2 Any quotation documents submitted after the deadline will be rejected by the electronic procurement platform.
7.3 The quotation opening time is 2026-08-28 11:00:00. Respondents shall participate in the quotation opening activity on time and complete the online check-in. Failure to check in shall be deemed as acceptance of the quotation opening record, and any subsequent objection will not be accepted.

Respondents shall confirm their participation in the project before 2026-08-28 11:00:00. Any party that fails to respond before the deadline will not be eligible to participate in the quotation process.
