(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved?share measures to increase SMEs’ share in government procurement and support SME development: This project is not exclusively for SMEs.
(2) Support prisonrun enterprises and welfare units for the disabled, which shall be treated as micro?small enterprises.
(3) Priority procurement of energy?saving and environmentally?friendly products: Where technical and service indicators are equivalent, priority shall be given to products listed in the energy?saving and environmental?protection product catalogs specified in MOF Documents Caiku〔2019〕No.18 and Caiku〔2019〕No.****. Products marked with "★" in the energy?saving product catalog shall be subject to mandatory procurement. Suppliers shall provide valid certification certificates issued by state?designated certification bodies to enjoy priority or mandatory procurement policies.
(4) Domestic?product procurement policy: Imported products are not acceptable for this project.

(c)本项目的特定资格要求：（1）供应商须具备水利水电工程施工总承包二级及其以上资质，及有效期内的安全生产许可证；
（2）拟任项目项目负责人须具有水利水电工程专业二级及其以上注册建造师执业资格，且无在建项目。

(c)Specific qualification requirements for this program: (1) The supplier shall hold ClassII or higher general contracting qualification for water conservancy and hydropower engineering construction, together with a valid work safety permit.
(2) The proposed project manager shall possess ClassII or higher registered constructor qualification in water conservancy and hydropower engineering, with no ongoinginconstruction projects.

(i)符合《****政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
