简要规则描述：本项目针对现有**区集中办公区充电设施老旧、充电功率不足、设备智能化水平低、兼容性差、运维管理不便等问题，全面优化升级改造。主要内容包括：更换原低功率充电设备，增加高功率智能充电桩，优化配套配电线路、配电箱等设备设施，完善智能充电安全管理平台，实现充电预约、状态监控、安全预警、费用结算等智能化管理功能。（具体数量及要求详见工程量清单和图纸）

Brief Specification Description: This project comprehensively optimizes, upgrades and transforms the existing charging facilities in the centralized office area of Pudong New District, such as old charging facilities, insufficient charging power, low intelligent level of equipment, poor compatibility, inconvenient operation and maintenance management, etc. The main contents include: replacing the original low-power charging equipment, adding high-power intelligent charging piles, optimizing supporting distribution lines, distribution boxes and other equipment and facilities, perfecting intelligent charging safety management platform, realizing intelligent management functions such as charging reservation, status monitoring, safety warning and expense settlement. (See Bill of Quantities and Drawings for specific quantities and requirements)

合同履约期限：合同签订生效之日起至质保期结束，计划工期：60日历天（具体开工日期以采购人指令为准）

The Contract Period: from the effective date of contract signing to the end of warranty period,planned construction period:60 calendar days (the specific commencement date shall be subject to the order of the purchaser)

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《****政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b****政府采购政策需满足的资格要求：本项目为预留份额的采购项目，预留份额措施为整体预留(专门面向中小企业)

(b)Qualification requirements to be met to implement government procurement policies: this project is a procurement project with reserved shares, and the reserved shares arereserved as a whole (specially forsmall and medium-sized enterprises)

(c)本项目的特定资格要求：（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参****政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。
（4）须系我国境内依法设立的法人或非法人组织。
（5）具有建筑工程施工总承包三级及其以上或建筑机电安装工程专业承包二级及其以上资质。
（6）具有安全生产许可证（有效期内）。
（7）拟派项目负责人具有建筑工程专业二级及其以上或机电工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。

(c)Specific qualification requirements for this program: 3)The responsible person of the unit is the same person or different suppliers with direct holding and management relationship shall not participate in government procurement activities under the same contract; suppliers providing overall design, specification preparation or project management, supervision and testing services for procurement projects shall not participate in other procurement activities of the procurement project.5)Have the qualification of Grade III or above for general contracting of construction engineering or Grade II or above for professional contracting of building electromechanical installation engineering.6)Have safety production license (valid period).7)The person in charge of the proposed project shall have the qualification of registered constructor of GradeII or above of construction engineering specialty or Grade II or above of mechanical and electrical engineering specialty, have valid safety production assessment certificate

(i)符合《****政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.****.cn）、中国政府采购网（www.****.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.****.cn), China Government Procurement Network (www.****.cn) ;
