(b)Qualification requirements to be met to implement government procurement policies: (1) This project is specifically oriented towards procurement from small and medium-sized enterprises, implementing the "Notice on the Administrative Measures for Government Procurement to Promote the of Small and Medium-sized Enterprises" (Caiku [2020] No. 46) and the "Notice of the Ministry of Finance on Further Increasing for Small and Medium-sized Enterprises in Government Procurement" (Caiku [2022] No. 19). (2) Support prison enterprises and welfare units for persons disabilities, and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（1）未被“信用中国”（www.****.cn）、中国政府采购网（www.****.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单。
（2******部门核发的有效的《保安服务许可证》。
（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加****政府采购活动；
（4）本项目专门面向中小企业采购。
（5）本项目接受联合体形式投标。

(c)Specific qualification requirements for this program: (1) Not listed as a dishonest judgment debtor, a party to a major tax violation case, or a record of serious illegal and dishonest behavior in procurement on "Credit China" (www.****.cn) and the China Government Procurement Network (www.****.cn). (2) Possess valid "Security Service License" issued by a provincial or municipal public security department. (3) Different suppliers whose heads are the same person or who have direct holding or management relationships shall not participate government procurement activities under the same contract project; (4) This project is specifically oriented towards procurement from small and medium-sized enterprises. (5) This project accepts bids in the form of a consortium.
