****受招标人委托对下列产品及服务进行国际公开竞争性招标，于2026-08-27在中国国际招标网公告。本次招标采用电子招标方式，现邀请合格投标人参加投标。

项目概况:旅大16-3油田位于渤海辽东湾海域，西北距**36-1陆上终端约90km，南距旅大21-2油田14.0km，北距旅大10-1油田30.0km，油田平均水深约25.4m。旅大16-3A平台4口调整井靶点都在A平台西南方向，南侧已经外挂一排1×4槽口，项目设计2口生产井利用平台南侧老井侧钻，同时保留老井生产，2口注水井采用平台附近水下井口注水，**静态脐带缆2条，从LD16-3CEPA至简易注水采油树，全长分别为126m、134m，并对相关生产设施进行校核改造。

投标人应具备的资格或业绩:（1）资格要求 Eligibility Requirements ★A.★如果投标****公司，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. The products shall meet the inner diameter of the umbilical hydraulic steel pipe is ≥ 1/2 " technical requirements.投标人须提交相关业绩证明文件。业绩证明文件包括：1）合同；2）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其它可以证明合同项下货物已经到货验收的有效证明材料）。The bidder shall provide the relevant performance certification documents.The performance certification documents include: 1) Contracts; 2) Goods arrival acceptance signed or stamped by the client (i.e. Arrival Acceptance Form, or, Commissioning Acceptance , or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称、脐带缆液压钢管内径≥1/2"的技术要求、用户签字或盖章的到货验收材料。The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); the name of the goods; the inner diameter of the umbilical hydraulic steel pipe is ≥ 1/2 " technical requirements; and the goods arrival acceptance signed or stamped by the client.若业绩合同为无固定总价协议，除提供协议外，还应提供相应的订单及与订单对应的到货验收材料，订单内容或编号应与协议相关联。同一个协议下，提供1个或以上的订单及与订单对应的到货验收材料，均算为1个业绩。If the performance contract is an agreement without a fixed lump-sum price, in addition to submitting the agreement itself, the bidder shall also provide the corresponding purchase orders and the delivery acceptance documents matching such orders. The content or number of each purchase order shall be correlated with the agreement.
