1. This Invitation for Bids is not a part of the Negotiation Documents of Goods for the Project.
2. The Implementing Agency now invites participation in a negotiated procurement procedure for the Goods and related services. The Purchaser may conduct multiple rounds of negotiations with the eligible participants, including the submission of revised technical and commercial proposals, and may invite each participant to submit a Best and Final Offer (BAFO).

5. The Negotiation Documents will be published on POWERCHINA ELECTRONIC PROCUREMENT PLATFORM (https://bid.****.cn) on 2026/08/28 17:00 (Beijing Time).

7. Bid must be delivered at or before 2026/9/7 16:00(Beijing Time) accompanied by a Bid Security (a bank guarantee or bank transfer) as appropriate of CNY 10,000.00 Only (Say Ten thousand Chinese Yuan Only). Late proposals and/or the bid without Proposal Security may, at the Purchaser’s discretion, be rejected or subject to cure during negotiations. The bids delivered by Email must be encrypted with password. The Bank Security in bank transfer shall be transferred to bank account showing as below:

Adoption of online bid security collection: the platform receives payments into a unified account. After the supplier’s registration is approved, the system automatically assigns a virtual account for receiving the security, no need for the purchaser to supply an account. The response bond will arrive before the response-document submission deadline.
The initial proposal (including price) submitted by each participant shall serve only as a basis for negotiations and shall not be considered final. The Purchaser reserves the right to conduct multiple rounds of negotiation and, at any time during the procedure, to invite each participant to submit a revised proposal and a Best and Final Offer (BAFO). The final contract price and terms shall be those agreed between the Purchaser and the selected participant as a result of such negotiations.
