Public Notice of Inquiry for Procurement

询价人****（以下，简称“曼德勒海螺”）根据生产检维修等需要，拟采购辅材/汽配一批，现开展询比价工作。为进一步体现公开、公平、公正、诚实信用的原则，此次询比价在海螺阳光智慧采购平台公开进行。现将本次询比价相关信息公示如下：

The Inquirer, Conch Cement (Mandalay) Co., Ltd., Myanmar (hereinafter referred to as “Mandalay Conch”), intends to procure a batch of auxiliary materials and auto spare parts to meet the requirements of production, inspection and maintenance. An inquiry and price comparison exercise is hereby launched. To further uphold the principles of openness, fairness, impartiality, honesty and credibility, this inquiry and price comparison activity will be conducted publicly on the Conch Sunshine Intelligent Procurement Platform. Relevant information concerning this inquiry and price comparison is announced as follows:

一、询价内容概况Overview of Inquiry Items：

1.询价内容：本次询价采购的是汽配；具体详见询价人在海螺阳光智慧采购平台上传的询价单等相关附件。

Inquiry Content: This inquiry is for the procurement of auto spare parts. For particulars, please refer to the inquiry sheet and other relevant attachments uploaded by the inquirer on the Conch Sunshine Intelligent Procurement Platform.

2.交货方式及地点：曼德勒海螺仓库或指定的使用现场；运费由供货单位承担。

Delivery Method and Location: Goods shall be delivered to Mandalay Conch Warehouse or designated operation site. The supplier shall undertake all transportation costs.

3.供货数量：以上需求数量为暂定数量，具体数量以询价人实际需求或发生为准。

Supply Quantity: The above required quantities are provisional. The actual quantity shall be subject to the actual demand or consumption of the inquirer.

Contract Term of Validity: The contract shall terminate automatically upon completion of performance. The commencement date of the contract shall be subject to the inquirer’s notification for signing.

二、报价人须具备的条件：

1.报价人需为****公司且未处于存续状态。

The bidder shall be a legally registered company in Myanmar and not in an existing status.

2.不接受存在关联关系的报价人（如单位负责人为同一人或者存在控股、管理关系的不同单位）。

Bidders with affiliated relationship will not be accepted (e.g., different entities whose legal representatives are the same person, or entities having shareholding or management relationship with each other).

3.未被******公司本部及其所属或管理企业列入封存供应商名单的。

The bidder shall not be included in the suspended supplier list of Anhui Conch Cement Co., Ltd. Headquarters and its affiliated or managed enterprises.

三、报价注意事项及询比价原则Notes on Quotation and Principles of Inquiry Price Comparison：

1.本次询比价在海螺阳光智慧采购平台进行，经审核通过的报价人可在海螺阳光智慧采购平台下载纸质版询价单，须按要求填写报价单，并扫描上传盖章版至海螺阳光智慧采购平台。（具体操作流程可在海螺物**光智慧采购平台网页界面右上角处点击下载《供应商使用手册》）

This inquiry and price comparison activity shall be carried out on the Conch Sunshine Intelligent Procurement Platform. Approved bidders may download the inquiry document from the platform. Bidders shall fill out the quotation form in accordance with requirements, then scan the stamped copy and upload it to the Conch Sunshine Intelligent Procurement Platform.(For specific operating procedures, you may click to download the Supplier User Manual at the upper right corner of the webpage of Conch Sunshine Intelligent Procurement Platform.)

2.启封报价单后将平台报价与盖章上传扫描件价格进行比对，若平台报价未填报，则以盖章上传扫描件报价为准;若盖章扫描件报价未上传，则以平台报价为准;若平台报价与盖章上传扫描件不一致，则以盖章上传扫描件为准;除税价与含税价报价不一致时，以除税价报价为准。

After opening the quotations, the prices submitted on the platform shall be compared with those shown on the uploaded stamped scanned copies.If no price is filled in on the platform, the quotation on the uploaded stamped scanned copy shall prevail;If the stamped scanned copy is not uploaded, the platform quotation shall prevail;If there is discrepancy between the platform quotation and the uploaded stamped scanned copy, the quotation on the uploaded stamped scanned copy shall prevail;In case of inconsistency between tax-exclusive price and tax-inclusive price, the tax-exclusive price shall prevail.

Bidders shall fully consider all uncertain factors arising in the supply process and submit reasonable quotations. The tax-inclusive unit price of products shall serve as the supply price within the contract term. After the supply contract is signed, the supply price shall not be adjusted, except in the event of tax rate changes.

4.询价比原则包括但不限于以下内容：原则上选择综单价最低单位为预供货单位，若存在单价相同情况，则进行一轮竞价。

Principles of inquiry and price comparison include but are not limited to the following: In principle, the bidder with the lowest comprehensive unit price shall be selected as the tentative supplier. If the comprehensive unit prices are the same, one round of competitive quotation shall be carried out.

5.报价人下载询价文件或上传询价文件的IP地址一致的，视为串通报价，报价无效，且报价单位列入封存供应商管理。

If bidders download or upload inquiry documents from the same IP address, such conduct shall be deemed collusive quotation. The quotation shall be invalid, and the relevant bidder will be included in the suspended supplier list for management control.

6.如供货单位放弃供应权，则列入封存供应商管理。

If the selected supplier renounces the supply qualification, the supplier shall be added to the suspended supplier list.

四、网上报名相关要求Relevant Requirements for Online Registration：

1.凡有意参加报价者必须登陆海螺阳光智慧采购平台：

https://hlzc.****.com/，按照系统提示要求进行账号注册并上传招标要求提供的资质材料；

All parties intending to submit quotations must log in to the Conch Sunshine Intelligent Procurement Platform at https://hlzc.****.com, complete account registration in accordance with the system prompts, and upload all qualification documents required in the inquiry documents.

2.询比价时间安排Schedule for Inquiry and Price Comparison：

报名时间：2026年8月29日09:00至2026年8月31日8:00

Registration period: 09:00 on August 29, 2026 to 08:00 on August 31, 2026.报价时间：2026年8月29日09:00至2026年9月2日17：00；

Quotation Time:09:00 ， August 29, 2026, to 17：00 ， September 2, 2026.

3.比价地点：曼德勒海螺办公楼；不邀请报价人参加。

Comparison Venue: Mandalay Conch Office Building; Bidders are not invited to attend.
