1.2 Project Overview: Construct a titanium iron sand mining, beneficiation, and transportation production line in Zulti South, including a 3000 tons per hour dry mining unit, a titanium iron ore sand beneficiation plant with a processing capacity of 2500 tons per hour, a 42-kilometer pipeline, and supporting water and power systems.

2. BIDDING CONTENT

2.1 China Harbour Engineering Company is calling for the tender in purchasing Skid Pumps by public tender. The detailed content and requirements of the equipment to be purchased is listed in the technical specification in Section-3.

2.2 The Tenderer intends to standardize all the product specification, pricing scheme, and after-sale services programmes via this tender and subsequent contract negotiation.

2.3 This is a public tender. Tender notice and tender documents are published at the Supply Chain Management System of CCCC (http: http://ec.****.cn) during 8 Aug to 20 Sep.

2.3 本次采购采用公开招标形式。招标公告和招标文件将于8月8日至9月20****集团供应链管理信息系统（http: http://ec.****.cn）上发布。

2.4 As a Bidder, you are hereby cautioned and advised to read all Instructions to Bidders as well as all tender documents to ensure that you understand and can comply with all requirements. Failure to submit a quotation in conformity with specified requirements may cause your quotation to be rejected. It is the Bidder’s responsibility to ensure quotations are received by the requested deadline. Any submission made after the bid close date is considered as non-conforming and may be considered “invalid bid”.

2.5 This Tender implies no obligation on the part of the Tenderer to award a contract, or ensure business to any Bidder. Tenderer may, in its sole discretion, issue changes to this Tender, reject all Bidders, waive any requirement pertaining to the Project, negotiate terms and conditions, divide the Project described in this Tender document into several contracts that may be awarded to more than one Bidder, and award a contract to any Bidder whether such Bidder has submitted the lowest quotation.

2.5 本次招标并不意味着招标人必须授予合同或与任何投标人进行业务往来。招标人可自行决定对本标书进行修改、拒绝所有投标人、放弃与本项目相关的任何要求，协商条款和条件，将本招标文件中所述的项目分为多个合同（可能授予多个投标人），并将合同授予任何投标人，无论该投标人是否提交了最低报价。

3. ELIGIBILITY/ QUALIFICATION OF BIDDER

3.投标人资格

3.1 Bidders should be legal persons registered in People’s Republic of China, china or a third country, whose corporate purpose matches with the purpose of this Tender process, who are not involved in any conflict of interest under the terms established by the Tenderer, and that have experience, knowledge, and capacity to present the proposal and to celebrate and perform the contract.

3.1 投标人应是在中华人民**国境内，中国境内或第三国注册的法人，其公司经营业务与满足本次招标要求，在招标人制定的条款下不涉及任何利益冲突，并且有经验、知识和能力提交投标书以及履行合同。

3.2 The Bidders shall be the manufacturer that meets all the requirements of technical specification and quality standard of products, stated in the tender documents. Dealers are not acceptable for this Tender.

3.2 投标人应是满足招标文件中所列产品技术规范和质量标准等所有要求的制造商。本次招标不予考虑代理商。

3.3 The Bidder shall provide project experience information in the past five years which complies the requirements of: 2021-2025.

3.3 投标人应提供近5年内符合要求的项目业绩资料：2021-2025年。

3.4 Consortium bid is not acceptable for this Tender.

3.4 本次招标不接受联合体投标。

3.5 The Bidders shall not be involved in any Prohibited Practices, which include: (i) corrupt practices;(ii) fraudulent practices; (iii) coercive practices; (iv) collusive practices; (v) obstructive practices.

3.5 投标人不得参与任何禁止行为，包括：（i）腐败行为；（ii）欺诈行为；（iii）胁迫行为；（iv）串通行为；（v）妨碍行为。

3.6 The Bidders shall not be in the penalty list of Multilateral Entity.

3.6 投标人不得出现在多边金融机构的处罚名单中。

3.7 Should there be any Bidders fail to fulfil clause 3 requirement stated hereinabove; the Tenderer may invalidate and disqualify their participation in this process.

3.7 如有任何投标人不符合上述第3条的要求，招标人可其参与该投标程序的资格。

4. BIDDING EXPENSES

4.投标费用

4.1 The Bidders shall bear whatever costs or expenses which may be incurred in the preparation of this bidding irrespective of whatever the result of this bidding. The Tenderer will not be liable for any claim which arises from the bidding.

4.1 无论本次投标结果如何，投标人均应承担在准备本次投标过程中可能产生的一切费用。招标人对因投标引起的任何索赔不承担责任。
