5.1 The Respondent shall possess the relevant qualifications/certifications and similar project experience, and shall have the corresponding capacity to perform the works under this procurement.

5.2 The bidder shall be an enterprise duly incorporated and registered in the People's Republic of China, with independent legal person status and the capacity to independently assume civil liability.

5.3 The bidder shall have a sound financial accounting system and good financial standing.

5.4 The bidder shall have no record of major violations of laws or regulations, including fraudulently obtaining contracts or serious breaches of contract, during the past three years.

5.5 The bidder shall have a good record of paying taxes and social security contributions in accordance with applicable laws.

5.6 The bidder shall possess the equipment, professional and technical capabilities necessary for the performance of the contract.

5.7 During the three years preceding its participation in this procurement activity, the bidder shall not have been listed as a dishonest judgment debtor. Where consortium bidding is permitted, none of the consortium members shall have been listed as a dishonest judgment debtor.

5.8 Consortium/Joint Venture bids are NOT accepted for this procurement.

5.9 Other specific requirements are set out in the announcement and Procurement Documents available on the Inspur Electronic Procurement Platform.

Interested bidders shall log in to the Inspur Electronic Procurement Platform (https://scs.****.com) to download the electronic procurement documents from 11:00:00 on September 1, 2026 to 15:00:00 on September 4, 2026 (Beijing Time).

7.1 The deadline for submission of quotation documents (the bid submission deadline, the same below) is 15:00:00 on September 4, 2026. Respondents shall submit their electronic quotation documents through the Inspur Electronic Procurement Platform (https://scs.****.com) before the deadline.

7.2 Any quotation documents submitted after the deadline will be rejected by the electronic procurement platform.

7.3 The quotation opening time is 15:00:00 on September 4, 2026. Respondents shall participate in the quotation opening session on time and complete the online check-in. Respondents who fail to check in shall be deemed to have acknowledged the quotation opening record and shall have no right to raise any subsequent objection thereto.

This procurement announcement is simultaneously published on the Inspur Electronic Procurement Platform (https://scs.****.com) and the Sunshine Procurement Service Platform (Sunshine Procurement Service Platform).

Interested respondents shall respond to the project and confirm their participation before 15:00:00 on September 4, 2026. Respondents who fail to respond before the deadline will not be eligible to participate in the quotation process.
