（3）项目负责人具有市政公用工程专业二级及以上注册建造师执业资格及有效的安全考核证书；
（4）项目负责人在册且无在建记录。
（5）本项目是专门面向中小企业采购。
（6）是否允许联合体响应：不允许。

(c)Specific qualification requirements for this program: 3. Other qualification requirements: (1) The supplier must have a valid business license and a valid safety production permit; (2) The supplier has a third level or higher qualification for general contracting of municipal public works construction; (3) The project leader has a registered construction engineer qualification of Level 2 or above in municipal public works and a valid safety assessment certificate; (4) The project leader is registered and there is no record of ongoing construction. (5) This project is specifically aimed at procurement for small and medium-sized enterprises. (6) Allow consortium response: Not allowed.
