1.6 Overview of the Procurement Project: The project is located at the East Container Terminal in Colombo, Sri Lanka. Phase II of the East Container Terminal project involves constructing a new terminal section measuring 720 m in length (total length: 1,320 m), with a design depth of-20 m, requiring approximately 5 million cubic meters of backfill sand and covering a total storage area of about 600,000 square meters, along with associated facilities. The mechanical and electrical construction phase includes the installation of high-and low-voltage power distribution equipment in five newly built substations and one expanded substation, totaling six distribution rooms, as well as the installation and commissioning of monitoring, communication, fire alarm, lighting, and traffic control systems for 23 container storage areas and four refrigerated storage racks.

1.8 Procurement method: As the host country requires extensive communication with the client, and in order to overcome language barriers, an open tender process will be conducted in the host country to recruit local staff.
2. Scope of Procurement and Relevant Requirements
2.1 Scope of Procurement:
1) One Quality Control Engineer
Job Responsibilities: Responsible for conducting quality inspections throughout the entire production process—from incoming materials through production to finished goods—and ensuring compliance with product quality standards; recording quality inspection data, investigating quality issues, and following up on corrective actions, re-inspections and closure of issues; compiling quality inspection reports, refining quality inspection procedures, and assisting with quality audits.
Requirements: A higher national diploma or equivalent, specialising in mechatronics or quality control; familiarity with product quality standards, inspection procedures and commonly used quality control tools; basic ability to analyse and resolve quality issues; meticulous, rigorous and highly responsible; preference will be given to candidates with relevant quality control experience in a manufacturing environment.
2) 1 Electrical Engineer
Job Responsibilities: Responsible for designing electrical diagrams for equipment, debugging electrical programmes, and carrying out equipment cabling and modifications; troubleshooting electrical faults during production and equipment operation to ensure the normal functioning of equipment; overseeing the selection and testing of electrical components, and optimising the electrical control systems of equipment.
Qualifications: A higher national diploma or equivalent in electrical engineering, automation or a related discipline; familiarity with common electrical equipment such as PLCs, variable frequency drives and servo systems; ability to read and draw electrical schematics; proven ability to commission electrical systems and troubleshoot faults, with strong practical skills; candidates with experience in electrical R D and operations and maintenance of equipment in relevant industries will be given priority.
3) 2 draughtsmen
Job Responsibilities: To produce 2D and 3D engineering drawings in accordance with product requirements and manufacturing specifications; to carry out the modification, optimisation and archiving of drawings, ensuring they are accurate and comply with standards; to liaise with the R D and production departments to deliver compliant drawing documentation and facilitate the implementation of production processes.
Requirements: Vocational secondary school qualification or higher, specialising in mechanical engineering or design; proficient in CAD, SolidWorks and other drafting software, with a good understanding of engineering drawing standards; strong ability to interpret drawings, meticulous and responsible, able to complete drafting tasks on time; experience is not essential; recent graduates will be trained.

3. Qualification requirements for service providers
3.1 Suppliers shall be lawfully established and meet the following requirements:

5.1 The deadline for the submission of tender documents (hereinafter referred to as the ‘tender closing time’) is 8:00 on 14 September 2026. Tenderers must submit their electronic tender documents via the ‘CCCC Tendering and Procurement Network’ before the deadline.
5.2 Electronic tender documents that are not uploaded by the deadline will be rejected by the China Communications Construction Group Procurement Website.
5.3 The supplier quotation document for electronic procurement consists of the online electronic quotation form and its attachments. In case of any conflict between the content of the electronic quotation form and the attachments, the data in the online electronic quotation form shall prevail.

10.1 Terms of Payment
﹒ Monthly labor fee settlement procedure: Party B shall submit complete attendance records to Party A by the 1st day of the following month. Upon receipt, Party A will process the monthly labor fee settlement.
﹒ Wage payment requirements: Party B shall pay all wages in full to all workers within 3 working days upon receipt of the labor fee payment from Party A; any delay or deduction of wages is strictly prohibited.
﹒ Settlement and pricing rules: Actual labor-related expenses incurred shall be settled based on the actual amounts incurred; for outstanding labor costs, the attendance records submitted by Party B and confirmed by Party A shall serve as the sole accounting basis, with settlement applications and payments processed in accordance with established procedures.
﹒ Payment method: Remittance in Sri Lankan rupees.
