本 尼日尔-贝宁原油出口管道项目（尼日尔境内段）PS01业主营地工程分包招标项目招标人为 **** ，项目资金来自 自筹 。本招标项目已按要求履行了相关报批及备案等手续，具备招标条件，现进行公开招标。

PS01 WAPCO CAMP SUBCONTRACT TENDER, NIGER?BENIN CRUDE OIL EXPORT PIPELINE (NIGER SECTION). The tenderee is China Petroleum Pipeline Bureau Niger Co., Ltd. and the project funds come from self-financing. The bidding project has implemented the relevant procedures of ing and approval and filing as required, and been qualified for inviting companies to participate in this bid.

项目概况：PS01业主营地项目占地面积16085m2，项目所在地距离PS01站约2km，毗邻上游CPF营地，主要建设任务为三栋轻钢结构房屋以及配套生活安保设施，其中施工材料及施工设备由CPP提供。主要工程量为2栋员工宿舍，1栋员工食堂，1座停车棚，1座化粪池、1座隔油池，1个篮球场，2个羽毛球场，场区道路，给污排水系统，电力照明系统，1块草坪2块菜地、1处蒸发池，1座给水泵房，1座门卫，1座警戒塔，1座避难间，1台11kv户外箱式变压器，1台400kw户外撬装柴油发电机，1套供水 污水处理系统，2口水井，以及沙袋墙、护栏网的拆改和**和部分给排水、周界电力照明和配套电力电缆的铺设等营地范围内的所有其它施工内容。

Project Overview: The PS01 Employer’s Camp covers a land area of 16,085 m2. The project site is approximately 2 km away from PS01 Station and adjacent to the upstream CPF Camp. The construction materials and construction equipment therein shall be provided by CPP.The main construction scope consists of three light steel structure buildings together with supporting living and security facilities.Key quantities of works include: 2 staff dormitory buildings, 1 staff canteen, 1 carport, 1 septic tank, 1 grease trap, 1 basketball court, 2 badminton courts, site internal roads, water supply and sewage drainage system, power and lighting system, 1 lawn and 2 vegetable plots， 1 evaporation pond, 1 water supply pump house, 1 gatehouse, 1 watchtower, 1 safe haven, 1 set of 11kV outdoor box-type transformer, 1 set of 400kW skid-mounted outdoor diesel generator, 1 integrated water supply wastewater treatment system, 2 water wells, demolition, modification and new construction of sandbag walls and security fencing, as well as laying of partial water supply drainage pipelines, perimeter power lighting and matching power cables, plus all other miscellaneous construction works within the camp boundary.

Service Location: Working location designated by CPP in Agadem Koulele, Niger

服务期限： 4个月 ；

Service Period : 4 months ;

3、投标人资格要求

3. Qualification Requirements for Bidders

3.1 分包商企业名称须与营业执照登记名称完全一致，且企业在项目所在地完成工商注册登记，注册存续时长不少于 3 年。

The enterprise name of the service provider shall be identical to the name registered on its business license. The enterprise shall complete industrial and commercial registration at the project location and maintain a valid registration status for no less than three years.

3.2 企业须完整提交当地税务识别号 NIF、工商注册登记证 RCCM等备案资料。

The enterprise shall fully submit filing documents including local tax identification number (NIF), business registration certificate (RCCM) and other relevant materials.

3.3 需提交项目完整组织架构，列明项目经理、安全负责人、施工负责人、HSSE 专员岗位及人员资质。

Provide the complete project organizational structure, listing the positions of Project Manager, Safety Supervisor, Construction Supervisor and HSSE Specialist together with relevant personnel qualifications.

3.4全套 HSSE管理制度汇编，主要内容包括健康、安全、安保、环境管理程序、现场应急方案。

HSSE Management System, which mainly consists of health, safety, security and environmental management procedures as well as on-site emergency response plans.

3.5书面财务承诺函（加盖公章），承诺：企业财务状况良好，未进入清算、未被法院宣告破产，无任何丧失合同履约能力情形。

WRITTEN FINANCIAL UNDERTAKING (OFFICIALLY SEALED)，We undertake that the Company maintains sound financial standing, is not in liquidation or court-adjudicated bankruptcy, and has no inability to perform its contractual obligations.

6、Submission of Bidding Documents

6.1 The bidding documents shall be submitted to the email box: ****@enlinkenergy.combefore 9:00 AM (Abu Dhabi Time), 25th September, 2026; and the bidding documents shall be encrypted.

6.2 The encrypted password shall be sent separately to the email box: password@enlinkenergy.****.

6.3 To enhance confidentiality, the deadline for password submission is 30 minutes after the deadline for document submission. It is recommended that you provide the password within 30 minutes after the document submission deadline (you may use the "scheduled send" function of your email to set the time for the email to be sent).

6.4 The overdue delivery of the bidding documents will be rejected, and the delivery time shall be subject to the time of the tendering trading platform or the designated email ID.
