一、采购条件 Procurement Conditions

哈萨克斯坦乙烷丙烷项目营地板房采购人为****，项目资金来源已落实。本谈判项目已按要求履行了相关报批及备案等手续，具备谈判条件。

The project has implemented relevant procedures according to rules, regulations, and laws, as well as the capital has been confirmed. Now we hereby invite your esteemed company to participate in this Negotiation. The Buyer is China Petroleum Pipeline Engineering Company Ltd.First Branch Company

二、项目概况与采购范围 Project Overview and Procurement Scope:

2.1 项目概况：哈萨克斯坦乙烷丙烷项目位于哈萨克斯坦阿特劳州，业主为KMG****公司，设计压力乙烷8.5Mpa,丙烷5.4Mpa,材质乙烷ASME A333 Grade 10，丙烷X65（Q）,采用3LPE加强级防腐层，项目计划2027年1月20日打火开焊，2028年11月30日投产完毕。

The ethane and propane project in Kazakhstan is located in Atlong Province, Kazakhstan. The owner is KMG Petrochemicals Co., Ltd. The designed pressure for ethane is 8.5 MPa, and for propane it is 5.4 MPa. The material for ethane is ASME A333 Grade 10, and for propane it is X65 (Q). A 3LPE reinforced anti-corrosion layer is used. The project is planned to be ignited and welded on January 20, 2027, and will be completed and put into operation by November 30, 2028.

备注： 投标供应商应充分理解《哈萨克斯坦乙烷丙烷管道项目营地板房技术规格书》及《板房采购数据单》的内容，投标报价应全部涵盖以上的内容，如因投标供应商漏报造成的损失，将由投标供应商自行承担。

Note: The bidder shall fully understand the contents of the Technical Specification for Camp Prefabricated Buildings for the Kazakhstan Ethane-Propane Pipeline Project and the Purchase Data Sheet for Prefabricated Buildings. The bid price shall cover all the requirements set forth in the above documents. Any losses incurred due to omissions on the part of the bidder shall be borne solely by the bidder.

2.3 交货地点 Delivery place

DAP哈萨克斯坦阿特劳项目营地（经度53.154870纬度47.006882），美元价格。

DAP, Project Camp in Atyrau, Kazakhstan (Longitude 53.154870, Latitude 47.006882), price in USD.

2.4 交货期 Delivery time

2026年10月22日具备首批到达哈萨克斯坦**营地现场，发货量不低于总量的50%；2026年11月6日前所有剩余材料全部到位。

It is required that the first shipment, representing not less than 50% of the total volume, be capable of arriving at the new project camp in Kazakhstan by October 22, 2026; and all the remaining materials shall be completely delivered and in position by November 6, 2026

.三、投标供应商资格要求 Bidder qualification requirement

3.1 本次采购 不接受 联合体投标。

Bids from joint venture are not accepted.

3.2 资质要求： Qualification Requirements:

3.2.1投标供应商须是中华人民**国境内依法注册，具有独立法人资格，在法律和财务上独立、合法运作并独立于采购需求人的制造商。

The bidder must be a manufacturer that is lawfully established and registered within the territory of the People's Republic of China, with independent legal entity status, and which is legally and financially autonomous, acts independently, and is independent from the procurement demander

3.2.2提供法定代表人授权委托书（法人代表投标的除外）。

The Bidder shall provide a power of attorney for its legal representative (except where the legal representative participates in the bidding in person).

3.2.3投标供应商提供ISO相关体系认证（有效ISO9001、ISO14001、ISO18001或ISO45001）及相关企业资质（包括但不限于营业执照或注册证书等）, 具有与本招标项目相应的供货能力。

The Bidder shall provide valid ISO-related system certifications (including ISO 9001, ISO 45001/ISO18001, and ISO 18001) and relevant corporate qualifications (including but not limited to its business license or registration certificate), and shall demonstrate the corresponding supply capacity for the subject matter of this tender.

3.2.4投标供应商需在响应文件中如实写明中标后该批货物的生产品牌，生产地址，如生产、****基地。如与投标供应商营业执照中的注册地址不同，需提供生产、制造加工地的资质，不接受生产分包。

The Bidder shall truthfully state in its bid documents the brand and production address of the goods to be supplied after award, as well as the location of its production, manufacturing, or processing base. If such address differs from the registered address on the Bidder's business license, the Bidder shall provide qualification documents for the production/manufacturing/processing site. Subcontracting of production is not accepted.

3.2.5投标供应商需在其响****海关企业进出口信用信息公示平台网页截图，并显示注册登记和备案企业的“备案信息”和“海关资质信息（显示：海关备案编码）”。

The Bidder shall include in its bid documents a screenshot of the webpage from the China Customs Enterprise Import and Export Credit Information Publicity Platform, clearly showing the “Filing Information” and “Customs Qualification Information (including the Customs Filing Code)” for registered and filed enterprises.

3.3财务要求：标供应商应财务状况良好（其中资产负债率小于100%），没有处于财产被接管、破产或其他关、停、并、转状态；投标供应商需承诺不存在进入清算程序、被宣告破产或其他丧失履约能力的情形（投标供应商需在其响应文件中提供无上述情形的承诺函）；投标供应商须提供2025年度的经第三方审计的资产负债表、现金流量表、利润表、报表附注（投标供应商须提供经第三方审计的证明材料，如：审计单位盖章的审计报告的关键页）。

如投标供应商中标，采购需求人有权在合同签订前审查其财务状况（含财务审计报告），若发现投标供应商存在上述情况或风险的，采购需求人有权取消其中标资格。投标供应商需在其响应文件中提供其接受上述条款的承诺函。

Financial Requirements:The Bidder shall maintain sound financial conditions (with a debttoasset ratio of less than 100%) and shall not be in a state of property being taken over, bankruptcy, or any other suspension, closure, merger, or transfer situation. The Bidder shall undertake that it is not involved in liquidation proceedings, has not been declared bankrupt, and is not subject to any other circumstance that may result in loss of capacity to perform (the Bidder shall include a letter of commitment to that effect in its response documents).

The Bidder shall provide the audited balance sheet, cash flow statement, income statement, and notes to the financial statements for the fiscal year 2025, audited by a thirdparty auditor (the Bidder shall provide supporting evidence of the thirdparty audit, e.g., key pages of the audit stamped by the auditing firm).

If the Bidder is awarded the contract, the Buyer shall have the right to review its financial condition (including the audited financial ) prior to signing the contract. Should the Buyer discover that the Bidder is in any of the abovementioned circumstances or risks, the Buyer shall have the right to cancel the award. The Bidder shall include in its response documents a letter of commitment accepting the foregoing terms.

4.业绩要求：投标供应商需具有相应的国际项目供货业绩合同，不限数量，业绩表中产品的性能、技术参数应能适用本次采购标的物。业绩表应包括工程名称、产品规格型号及主要技术参数、供货数量、使用地点、签订合同时间、有效业绩合同及合同发票复印件（提供的合同复印件至少应包括：封页；签字盖章页；合同中包含买方名称、物资名称、规格型号及技术参数、供货数量、签订时间的关键页；合同发票复印件至少应包括与合同对应的1张发票）。

Performance/Experience Requirements:The Bidders shall have corresponding supply performance contracts for international projects, with no limit on quantity, and the performance and technical parameters of the products listed in the performance list shall be applicable to the subject matter of this procurement. The performance list shall include: project name, product model and main technical parameters, quantity supplied, place of use, contract signing date, and copies of valid performance contracts and contract invoices. At a minimum, the copies of contracts provided shall include: the cover page; the signature and seal page; and the key pages containing the buyer’s name, material name, model and technical parameters, quantity supplied, and date of signing. The copies of contract invoices shall include at least one invoice corresponding to the contract.

3.4 信誉要求：投标供应商在“国家企业信用信息公示系统”（www.****.cn）未被列入经营异常名录和严重违法失信企业名单（已经移出的按照未列入执行）、在信用中国网站（www.****.cn****小组在现场进行查询并以现场查询结果为准）。

Reputation Requirements:The Bidder shall not be included in the “List of Abnormal Business Operations” or the “List of Seriously Illegal and Untrustworthy Enterprises” on the National Enterprise Credit Information Publicity System (www.****.cn) (enterprises already removed from such lists shall be deemed as not listed), and shall have no abnormal records on the Credit China website (www.****.cn) (the evaluation panel will conduct onsite checks and the results of such checks shall prevail).

3.5其他要求：Other Requirements:

3.5.1 投标供应商在开标当日未被未****集团有限公司/中国石****公司暂停或取消投标资格或交易权限。标书代写

On the bid opening date, the bidding supplier shall not have been suspended or disqualified from bidding or trading privileges by China National Petroleum Corporation / China Petroleum Pipeline Engineering Co., Ltd.

3.5.2 投标供应商近三年****集团有限公司/中国石****公司所属项目中无重大质量事故、安全事故，无违反合同约定以不发货为由要求提前支付货款的，且与CPP无法律纠纷（需提供承诺函）。

The Bidder shall have had no major quality accidents or safety accidents in projects undertaken by CNPC/CPP in the past three years, shall not have breached the contract by demanding advance payment on the pretext of nondelivery, and shall have no legal disputes with CPP (a letter of commitment to this effect shall be provided).

3.5.3 投标供****集团公司**泽平台入网供应商，入网状态须为“正常”。

If the Bidder is a registered supplier on the CNPC Yunmengze Platform, its registration status must be “Normal”.

3.5.4供应商不得存在的情形

供应商不得存在下列情形之一：

（1）处于被责令停产停业、暂扣或者吊销执照、暂扣或者吊销许可证、吊销资质证书状态；

（2）进入清算程序，或被宣告破产，或其他丧失履约能力的情形；

（3****集团公司级和（所属企业）级“三商”黑名单惩戒范围之内；

（4）失信积分累计达到8分及以上，且被暂停或取消投标资格（以响应文件递交的截止时间当日中国石油招标投标网查询结果为准）；标书代写

3.5.3 Circumstances under which a supplier is disqualified

A supplier shall not be under any of the following circumstances:

(1) Being ordered to suspend production or business operations, or having its business license, permit, or qualification certificate suspended, revoked, or cancelled;

(2) Having entered into liquidation proceedings, or having been declared bankrupt, or being otherwise unable to perform its contractual obligations;

(3) Being within the disciplinary scope of the "three-category supplier" blacklist at the CNPC group level and/or its (subsidiary) enterprise level;

(4) Having accumulated 8 or more default points, and having been suspended or disqualified from bidding (as verified on the China National Petroleum Corporation Bidding Website on the deadline date for submission of response documents).

Any qualification requirement for bidding suppliers is a critical item. If, after clarification, any requirement remains unfulfilled, the supplier's response document shall be rejected.

投标供应商资格要求中的任何一项均为关键项，如经澄清后仍有不满足，投标供应商的响应文件将被否决。

Any item in the bidding supplier qualification requirements is a critical item. If any requirement remains unfulfilled after clarification, the bidding supplier's bid will be rejected.

五、响应文件的递交Submission of Bidding Documents

响应文件分为不带价格的技术响应文件和商务响应文件两部分。

Bidding documents shall be composed of two parts, Un-priced Technical Proposal and Commercial Proposal.

The Commercial proposal shall be submitted to ****@enlinkenergy.com before 9:00 AM (Abu Dhabi Time),21 Sep, 2026. The Commercial Proposal shall be encrypted. The encrypted password shall be sent to the email box separately: ****@enlinkenergy.com.

To enhance confidentiality, the deadline for password submission is 30 minutes after the deadline for document submission. It is recommended that you provide the password within 30 minutes after the document submission deadline (you may use the "scheduled send" function of your email to set the time for the email to be sent).

The overdue delivery of the bid documents will be rejected, and the delivery time shall be subject to the time of designated email ID.
