二、报价

Quoted price

2.1 表中综合单价为全费用综合单价，已包含设备租赁费、设备到场及退场运输费、折旧费、大修费、日常维修保养费（含耗材及备件）、资质手续办理费、安全设施配备费、满足设备施工要求的操作人员工资及福利待遇、人身保险（含雇主责任险等）、财产保险、税费、利润等全部费用，并已包含供应方在设备出租期间应完成的全部工作内容及风险费用，设备租赁需方不再另行支付其他费用。

2.1 The comprehensive unit rate in the table is an all-inclusive rate, which already includes equipment rental fees, equipment mobilization and demobilization transportation costs, depreciation, overhaul, routine maintenance and repair costs (including consumables and spare parts), qualification procedure handling fees, safety facility provision fees, wages and welfare benefits of operators meeting equipment construction requirements, personal insurance (including employer's liability insurance, etc.), property insurance, taxes, profits, and other all expenses. It also includes all work content and risk costs that the Supplier shall complete during the equipment rental period. The equipment rental Buyer shall not pay any other additional expenses.

2.2 本次招标数量为暂定数量，不作为最终结算依据。需方有权根据工程实际需求进行数量调整，且定价方式不变，最终结算数量以需方验收合格的数量为准。

2.2 The quantity for this tender is a provisional one and will not be used as the basis for the final settlement. The buyer reserves the right to adjust the quantity based on the actual project requirements, and the pricing method remains unchanged. The final settlement quantity shall be subject to the quantity accepted as qualified by the buyer.

2.3 产品需提供产品检验报告、出厂检验报告、送货单、合格证等资料。

2.3 Products are required to provide product inspection reports, factory inspection reports, delivery notes, certificates of conformity and other relevant materials.

2.4 当国家发布政策调整增值税税率时，不含税单价保持不变，增值税税率按调整后税率执行，价税合计随之调整。

2.4 When the state issues policies to adjust the value-added tax rate, the unit price excluding tax remains unchanged, and the value-added tax rate is implemented in accordance with the adjusted rate, with the total price and tax adjusted accordingly.

三、支付方式

Payment Method

3.1

按月租赁设备： 预付款不超过该设备合同项总额的 20%，设备现场验收合格后支付，并从后续月度租赁发票中等额扣回；设备进场前不支付预付款。

按台次作业租赁设备： 不支付预付款。

3.1

Equipment rented on a monthly basis: The advance payment shall not exceed 20% of the total contract amount for such equipment. The advance payment shall be made after the equipment passes on-site acceptance and shall be deducted in equal amounts from subsequent monthly rental invoices. No advance payment shall be made before the equipment enters the site.

Equipment rented on a per-slot/per-operation basis: No advance payment shall be made.

3.2 需方按月结算货款，结算后45天内支付供方结算货款的100%。****银行转账。合同履行期间供方需提供合法、有效的增值税发票。

3.2 The buyer shall settle the payment for goods on a monthly basis. Within 45 days after settlement, 100% of the settlement payment shall be made to the supplier. The payment method is bank transfer. During the performance of the contract, the supplier shall provide legal and valid value-added tax special invoices.

四、质量要求、技术标准

Quality Requirements and Technical Standards

4.1投标人应严格按招标人提供的技术要求及国家颁发的规范和标准进行加工和生产。

4.1 Bidders shall strictly process and produce in accordance with the technical requirements provided by the tenderer and the norms and standards issued by the state.

4.2 到场材料应具有同产品相符的产品合格证、材质检验单、物资清单等质量证明文件。国家标准及招标方业主施工指南技术规范

4.2 The materials on site should have quality certification documents such as product qualification certificates, material inspection reports, and material lists that are consistent with the products. National standards and technical specifications for the owner's construction guidelines of the tenderer.

五、报价人资格要求

Qualification Requirements for Bidders

5.1 报价人应具备承担本招标项目资质条件、能力和信誉

5.1 Bidders shall possess the qualification conditions, capabilities and credibility to undertake this tender project

5.2 报价人不得有以下情形：

5.2 Bidders shall not have any of the following circumstances:

（1）与招标人存在利害关系且可能影响招标公正性；

(1) Having an interest relationship with the tenderer and possibly affecting the fairness of the tendering process;

（2）与本招标项目的其他投标人为同一个单位负责人；

(2) The person in charge of the same entity as the other bidders of this tender project;

（3）与本招标项目的其他投标人存在控股、管理关系；

(3) There is a controlling or management relationship with other bidders of this tender project;

（4）为本招标项目提供过设计、编制技术规范和其他文件的咨询服务；

(5) Has provided consulting services for the design, technical specification compilation and other documents of this bidding project;

（5）为本工程项目的相关监理人，或者与本工程项目的相关监理人存在隶属关系或者其他利害关系；

(6) Be a relevant supervisor of this project, or have a subordinate relationship or other interest relationship with the relevant supervisor of this project;

（6）为本招标项目的代建人；

(7) Be the agent builder of this bidding project;

（8）为本招标项目的招标代理机构；

(8) Be the tendering agency for this tendering project;

（8）与本招标项目的监理人或代建人或招标代理机构同为一个法定代表人；

(9) Be the same legal representative as the supervisor, agent builder or tendering agency of this tender project;

（9）与本招标项目的监理人或代建人或招标代理机构存在控股或参股关系；

(10) There is a controlling or participating relationship with the supervisor, agent builder or tendering agency of this tender project;

（10）被依法暂停或者取消投标资格；

(11) Being lawfully suspended or disqualified from bidding;

（11）被责令停产停业、暂扣或者吊销许可证、暂扣或者吊销执照；

(12) Being ordered to suspend production or business operations, having its license temporarily withheld or revoked, or having its business license temporarily withheld or revoked;

（12）进入清算程序，或被宣告破产，或其他丧失履约能力的情形；

(13) Entering into liquidation proceedings, or being declared bankrupt, or otherr circumstances where the ability to perform obligations is lost;

(14) Major product quality issues have occurred within the last three years (as determined by the administrative penalty decisions of the relevant industry authorities or the relevant legal documents issued by judicial authorities);

(17) Within the past three years, the bidder or its legal representative, or the proposed project manager has committed bribery crimes (as verified by the query results issued by the procuratorial organ's department for the prevention of duty-related crimes);

（18）法律法规或投标人须知前附表规定的其他情形。

(18) Other circumstances as stipulated by laws, regulations or the preceding table of the Bidders' Instructions.

6.1采购人于2026年9月22日09时00分至2026年9月24日14时00****集团供应链信息管理信息平台发布采购询价公告。请有意参与报价的供应商在上述日期内参与响应（网址：https://zjzcw.****.cn）。

6.1The purchaser will release the procurement inquiry announcement through the Supply Chain Information Management Platform of China Communications Construction Group from 09:00 on September 22, 2026 to 14:00 on September 24, 2026.
