(For imported products that have not entered the territory of China prior to bid opening, the bidder shall be an enterprise registered outside the territory of China; for imported products that have entered the territory of China prior to bid opening, the bidder shall be an enterprise registered within the territory of China.) An agent participating in the bid shall meet the following requirements:① A sole formal letter of authorization issued by the manufacturer for this bid must be provided. The letter of authorization shall be a direct authorization from the manufacturer, and sub-authorization (second-tier authorization) is not permitted. The letter of authorization shall contain a statement that “the manufacturer shall be responsible for the quality of products and after-sales service”, together with the manufacturer’s contact person and contact information. It shall be guaranteed that the manufacturer’s contact person is able to coordinate and handle important matters during project implementation. (The manufacturer shall specify the above requirement in the letter of authorization, or may separately issue a written commitment/statement. Agency bid shall not be accepted otherwise.)② The bidder shall have been legally registered for at least two years as of the bid opening date. Within the two years prior to bid opening, the bidder shall have sales performance of similar products covering at least two different calendar years. Copies of contracts, orders or user certificates evidencing such sales performance shall be submitted, which shall be signed or stamped by the bidder’s representative.（3）The bidder shall provide copies of valid registration documents such as the business license.（4）The bidder shall provide the original bank reference letter issued by the bidder’s bank within three months prior to the bid opening date, or a copy of such original document (signed or stamped by the bidder’s representative).（5）Other valid qualification certificates required in Chapter 8.（6）Reputation Requirements① The bidder shall not have its bidding qualification suspended or revoked on the China Petroleum Bidding and Tendering Network (www.****.com). (In accordance with the Measures for the Administration of Dishonest Acts of Bidders of China National Petroleum Corporation, where the dishonest score reaches 8 points, the bidder’s bidding qualification shall be suspended for six months; where the dishonest score reaches 9 points, the bidder’s bidding qualification shall be suspended for one year; where the dishonest score reaches 10 points, the bidder’s bidding qualification shall be suspended for two years. Bidding qualification shall be restored upon expiry of the suspension period, while the valid dishonest score shall remain in force. Where the dishonest score exceeds 10 points or further dishonest acts occur during the suspension period, the bidding qualification shall be revoked for three years. For deduction of dishonest points arising from improper objections, refer to Annex 6-5 Dishonest Point Deduction for Bidders. The above shall be subject to the on-site inquiry results obtained by the bid evaluation committee from the corresponding website.)② The bidder shall not be included in the blacklist of suppliers, contractors and service providers of CNPC Group Corporation. (The blacklist of suppliers, contractors and service providers of the Group Corporation can be queried on the China Petroleum Bidding and Tendering Network / www.****.com.)③ If the bidder has a dishonest score of X points, the bid price shall be increased by X% when calculating the evaluated bid price. The dishonest score shall be subject to the on-site inquiry results obtained by the bid evaluation committee from the corresponding website (www.****.com).(7) Bidder Status RequirementsThe bidder shall not be ordered to suspend production or business operations, have its permits suspended or revoked, or have its business license suspended or revoked. The bidder shall not enter into liquidation proceedings, be declared bankrupt, or be under any other circumstances resulting in loss of performance capability.
