(c)Specific qualification requirements for this program:(1) Legal persons or other organizations holding a valid business license;
(2) Possessing Grade III or higher general contracting qualification for municipal engineering construction and a valid work safety license;
(3) The proposed project manager shall hold the qualification of Grade II or higher registered constructor in municipal engineering, together with a valid work safety assessment certificate;
(4) Not included in the list of dishonest persons subject to enforcement, parties to major tax violation cases, or parties with serious illegal and dishonest records in government procurement. The credit records within three years prior to the deadline for submission of the first response document, as inquired on the Credit China website ([www.****.cn](https://www.****.cn)) and China Government Procurement website ([www.****.cn](https://www.****.cn)), shall prevail.
