1.3 Project Overview: The South Africa Titanium Mining, Processing and Transportation Project is located in Richards Bay, KwaZulu-Natal Province, South Africa. The Employer intends to build a new mineral processing plant (concentrator) with a design capacity of 2,500 t/h. Mineral sands will be extracted using dry mining equipment and transported to the concentrator for screening, and the titanium concentrate produced will be conveyed via a 42 km enclosed pipeline with booster pumps to the RBM smelter/refinery for further processing and export. The Scope of Work mainly comprises two dry mining units; one concentrator plant and tailings facilities; one raw water pump station; a 14.5 km raw water pipeline; one concentrate transfer booster pump station; a 42 km HMC (heavy mineral concentrate) pipeline; new concentrate receiving facilities and a stockyard within the refinery; and the upgrade and modification of electrical equipment within the refinery.

1.4 Climatic Conditions:
The South Africa Titanium Mining, Processing and Transportation Project is located in the southern part of Richards Bay, KwaZulu-Natal Province, Republic of South Africa. The area has a subtropical coastal climate, warm and humid throughout the year: summers (December–February) are warm, hot and humid, while winters (June–August) are short, comfortable and dry. It is windy all year round and sunny for most of the year. Temperatures generally range from 14 °C to 28 °C, with an average low of 14 °C in winter (July) and an average high of 28 °C in summer (February). The wettest month is February, with an average rainfall of 82 mm, while June has the least rain; in summer, rain falls on more than 30% of days, which will affect construction. The air near the sea carries corrosive salt mist and is highly corrosive.

1.5 Planned Schedule for the MAC Package:
When submitting its bid, the Bidder shall prepare a detailed implementation plan based on the MAC P6 schedule shown in the figure below, so as to meet the overall project schedule requirements.

2.招标内容

2.1 Scope of Tender: This tender adopts the Main Automation Contractor (MAC) delivery model. Within the agreed automation scope of the Project, the MAC shall act as the Automation Systems Integration Authority and, under the overall management of the EPC Contractor, shall assume responsibility for detailed design, system integration, standardization, supply of equipment and software, software development, configuration, programming, OEM/third-party system integration, testing, commissioning support, training and final digital handover.

The MAC's basic scope includes, but is not limited to: PCS, PLC and remote I/O, SCADA/HMI, Historian, Process Control Network (PCN), control system servers and workstations, control/network cabinets, associated engineering software and runtime licenses, control system cyber security, a unified software standard library, alarm and event management, simulation and test environments, and the OEM/package control system interfaces specified in the Contract.

The MAC is responsible for the end-to-end automation system integration outcomes within the specified scope; however, such responsibility shall not relieve the ESP, OEMs, package equipment suppliers and other specialist contractors of their contractual responsibility for their own design, equipment manufacture, performance, warranty and basic interface documentation.

2.1招标范围：本次招标采用主自动化承包商（Main Automation Contractor，MAC）交付模式。MAC应作为本项目约定自动化范围内的Automation Systems Integration Authority，在EPC承包商总体管理下承担详细设计、系统集成、标准化、设备及软件供货、软件开发、组态、编程、OEM/第三方系统集成、测试、调试支持、培训及最终数字化移交责任。

MAC基本范围包括但不限于：PCS、PLC及Remote I/O、SCADA/HMI、Historian、Process Control Network（PCN）、****工作站、控制/网络盘柜、相关工程软件与运行License、控制系统网络安全、统一软件标准库、报警与事件管理、仿真与测试环境，以及合同规定的OEM/Package Control System接口。

MAC负责规定范围内端到端自动化系统集成结果，但该责任不解除ESP、OEM、设备包供应商及其他专业承包商对其自身设计、设备制造、性能、质保和基础接口资料的合同责任。

2.2 China Harbour Engineering Company is calling for the tender in purchasing MAC by public tender. The detailed scope and requirements of the system to be procured are set out in Section 2 (Bill of Quantities) and Section 3 (Technical Specifications) of the Bidding Documents.

2.2 ****现以公开招标方式采购自动化系统，拟采购系统的详细内容和要求见招标文件第二节-工程量清单和第三节-技术规范。

2.3 The Tenderer intends to standardize all the product specification, pricing scheme, and after-sale services programmes via this tender and subsequent contract negotiation.

2.3 招标人拟通过本次招标及后续合同谈判，规范所有产品规格、定价方案和售后服务方案。

2.4 This is a public tender. Tender notice and tender documents are published at the CCCC Overseas Procurement Portal (https://hwsp.****.cn/) during 30 Sep to 8 Oct.

2.5 As a Bidder, you are hereby cautioned and advised to read all Instructions to Bidders as well as all tender documents to ensure that you understand and can comply with all requirements. Failure to submit a quotation in conformity with specified requirements may cause your quotation to be rejected. It is the Bidder’s responsibility to ensure quotations are received by the requested deadline. Any submission made after the bid close date is considered as non-conforming and may be considered “invalid bid”.

2.6 This Tender implies no obligation on the part of the Tenderer to award a contract, or ensure business to any Bidder. Tenderer may, in its sole discretion, issue changes to this Tender, reject all Bidders, waive any requirement pertaining to the Project, negotiate terms and conditions, divide the Project described in this Tender document into several contracts that may be awarded to more than one Bidder, and award a contract to any Bidder whether such Bidder has submitted the lowest quotation.

2.6 本次招标并不意味着招标人必须授予合同或与任何投标人进行业务往来。招标人可自行决定对本标书进行修改、拒绝所有投标人、放弃与本项目相关的任何要求，协商条款和条件，将本招标文件中所述的项目分为多个合同（可能授予多个投标人），并将合同授予任何投标人，无论该投标人是否提交了最低报价。

3. ELIGIBILITY/ QUALIFICATION OF BIDDER

3.投标人资格

3.1 The Bidder shall be a legal person registered within the territory of the People's Republic of China whose business operations meet the requirements of this tender, who has no conflict of interest under the terms stipulated by the Tenderee, and who possesses the experience, knowledge and capability to submit a bid and perform the Contract.

3.1 投标人应是在中华人民**国境内的法人，其公司经营业务须满足本次招标要求，在招标人制定的条款下不涉及任何利益冲突，并且有经验、知识和能力提交投标书以及履行合同。

3.2 The Bidders shall be a system integrator that meets all requirements set out in the Bidding Documents, including the technical specifications and quality standards.

3.2 投标人应是满足招标文件中所列技术规范和质量标准等所有要求的系统集成商。

3.3 The Bidder shall provide project experience information in the past 10 years which complies the requirements of: 2016-2025.

3.3 投标人应提供近10年内（2016-2025年）不少于3个矿业相关项目自控系统MAC总承包（深化设计、整体把控）项目业绩资料，提供资料不限于合同首页、合同清单及范围页、签字盖章页。

3.4 Consortium bid is not acceptable for this Tender.

3.4 本次招标不接受联合体投标。

3.5 The Bidders shall not be involved in any Prohibited Practices, which include: (i) corrupt practices;(ii) fraudulent practices; (iii) coercive practices; (iv) collusive practices; (v) obstructive practices.

3.5 投标人不得参与任何禁止行为，包括：（i）腐败行为；（ii）欺诈行为；（iii）胁迫行为；（iv）串通行为；（v）妨碍行为。

3.6 The Bidders shall not be in the penalty list of Multilateral Entity.

3.6 投标人不得出现在多边金融机构的处罚名单中。

3.7 If any bidder fails to meet the requirements of the above three clauses, the tenderee may disqualify it from participating in this tender procedure.

3.7 如有任何投标人不符合上述3条的要求，招标人可取消其参与该投标程序的资格。

4. BIDDING EXPENSES

4.1 The Bidders shall bear whatever costs or expenses which may be incurred in the preparation of this bidding irrespective of whatever the result of this bidding. The Tenderer will not be liable for any claim which arises from the bidding.
