投标人资格要求：

（1）The Bidder shall be a legally established entity with independent legal personality.（2）The Bidder shall possess construction capabilities commensurate with the requirements of the Works. If the Bidder is an enterprise registered in the People’s Republic of China, it shall hold a Grade III or above qualification for General Contracting of Power Engineering or General Contracting of Building Construction, or other construction qualifications that are in compliance with applicable laws and regulations and appropriate to the Works. If the Bidder is an enterprise registered in the Sultanate of Oman, it shall provide a valid Commercial Registration Certificate (CR) and Value Added Tax (VAT) Certificate.（1）响应人须为具有独立法人资格的企业。（2）响应人应具备与本工程相适应的施工能力。若响应人为中国境内注册企业，应具备电力工程施工总承包三级及以上资质或建筑工程施工总承包三级及以上资质，或具备符合国家有关法律法规规定且与本工程相适应的其他施工资质；若响应人为在阿曼注册的企业，应提供有效的商业注册证书（CR）及增值税登记证书（VAT Certificate）。
