Funds for fire hydrant cabinet procurement of the Nauru Sports Centre Aid Project are in place, and the fire hydrant cabinet procurement meets the conditions for quotation. An offline quotation is hereby initiated.

(1) Project Overview: The project is located in Nauru. (2) Quotation Scope: Fire hydrant cabinets. See the material quotation sheet for details. (3) Delivery Location: Jiangsu Changshu Port or Humen Port, Dongguan, Guangdong (one of the two to be selected by the purchaser). Bidders shall comprehensively consider all costs including freight, loading/unloading and short-distance transshipment incurred for transporting goods to each of the two ports, quote at a comprehensive unit price. No price adjustment will be made subsequently due to the selection of different ports. (4) Delivery Schedule: All goods shall be delivered to the aforesaid delivery location by November 20, 2026. (5) Brand and Specification Requirements: See the attached list for details.

(1) Business Scope: The quoter must be an enterprise duly registered with national industrial, commercial and tax authorities, capable of independently assuming civil liabilities and possessing independent legal person status. (2) Production Capacity: Manufacturers or traders with supply capacity and relevant performance records. (3) Financial Capacity: Both manufacturers and agents are allowed to participate in this quotation. The quoter shall have a certain scale, sound financial status and bank credit standing. (4) Quality Assurance Capacity: The quoting entity shall have complete "Three-Standard Management System" certifications. Priority will be given to entities holding ISO9001 Quality Management System Certification, ISO14001 Environmental Management System Certification and OHSAS18001 Occupational Health and Safety Management System Certification. (5) Supply Performance: The quoter shall have sound supply performance and provide supporting evidence. Priority will be given to entities with similar performance records in overseas aid projects. (6) Performance Credit: No litigation or arbitration arising from crimes or serious illegal acts related to contract fraud within the past 3 years. (7) Joint bidding is not accepted. (8) Different entities with the same person as their legal representative, or entities under holding or management relationship, shall not participate in this quotation simultaneously; otherwise, all relevant bids will be rejected. (9) Other Requirements: The quality shall meet or exceed national standards. Entities with fast supply response are preferred.

(1) Fixed unit price applies to this quotation. (2) Fire hydrant cabinets shall be packed in wooden cases, and packing cost shall be included in the material unit price. (3) The inquirer does not accept any alternative bids, scheme-based bids or conditional bids from quoters. (4) Quoters shall fully take into account factors such as market price fluctuations during material supply, and shall not request unit price adjustment on such grounds. (5) If there is inconsistency between the total price calculated by unit prices and the quoted total price, the total price summarized from comprehensive unit prices shall be deemed as the bid total price.

（3）交货地点：****港或****虎门港（二选一，由招标人确定）。投标人报价须综合考量货物运输至两个**各自产生的运费、装卸、短途转运等全部成本，按综合单价报价，后续不因**选择不同另行调整价款

（4）交期要求：全部货物须于2026年11月20日前交付至上述交货地点。

3. 报价人资格要求

（1）营业范围要求：报价人必须经国家工商、税务机关登记注册、能独立承担民事责任、具有独立法人资格的企业。

（2）生产能力要求：具备供应能力和业绩的厂家或贸易商。

（3）财务能力要求：本次询价允许生产厂家及代理商参与投标；报价人具有一定规模和良好****银行资信。

（4）质量保证能力要求：报价单位拥有完整的“三标管理体系”认证，具有ISO9001质量管理体系认证、ISO14001环境管理体系认证和OHSAS18001职业健康安全管理体系认证优先。

（5）供货业绩要求：报价人供货业绩良好并提供证明，具有同类海外援建工程业绩要求优先。

（6）履约信用要求:近3年内没有与骗取合同有关的犯罪或严重违法行为而引起的诉讼和仲裁。

（7）不接受联合体投标。

（8）单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加本次询价，否则，相关投标均被否决。

（9）其他要求：质量符合或优于国家标准，供货响应速度快的优先考虑。

4. 投标报价

（1）本次询价，固定单价。

（2）本次报价，消火栓箱需用木箱打包，包装费应包含在材料单价中。

（3）询价单位人不接受报价单位任何选择性报价、带方案报价及带条件报价。

（4）报价单位须综合考虑材料供应期间市场价格变动等因素，不得据此提出单价调整要求。

（5）报价单位单价汇总的价格与报价总价不一致时，按综合单价汇总后的价格作为投标总价。
