Procurement Announcement

一、 采购条件

本采购项目墨西哥P20-NO1佩尼亚斯科和P20-NO2埃莫西约输变电项目输电线路工程EPC分包合同（以下简称“本项目”）建设资金已落实。项目已具备采购条件，现对该项目进行公开谈判采购。

I. Procurement Conditions

Funding has been secured for the EPC subcontract regarding the transmission line works for the Mexico P20-NO1 Peasco and P20-NO2 Hermosillo power transmission and transformation projects (hereinafter referred to as "this Project"). The Project meets the conditions for procurement, and a public negotiated procurement process is now being initiated.

二、 项目概况与采购范围

项目位置： 墨西哥佩尼亚斯科地区和埃莫西约地区。

分包工程承包范围：

1.工程设计：****电站土建、机电及二次系统等设计，办理所需图纸审批；补充、优化CFE提供的输电线路设计，并完成线路地形测量及相关技术文件编制。

2.土建施工：****电站土建工程及输电线路90%的土建工程，包括合同要求的基础、构筑物、施工道路、排水等配套施工，并提供所需人工、机械、工具以及质量检验和取样。

3.安装施工：****电站全部一次、二次设备及相关系统安装，以及输电线路90%的铁塔组立、电气安装、导线架设等安装工作；**电建责任范围内的相应工作除外。

4.试验、调试及投运：****电站和输电线路的投运前试验、运行试验、调试及投运。合同在该项下排除的控制电缆、保护控制计量（PCyM）设备及通信设备相关工作，由设备制造商在乙方指导和监督下实施。

5.材料及施工配套：负责其土建施工范围内的材料采购和供应，以及**电建供货设备、材料在指定仓库的接收、装卸、至施工现场的运输和接收后的保管；负责施工临时通道、线路通道及进场道路清理、线路通行权相关工作、施工许可、停电申请及跨越施工措施等。

6.管理及后续服务：提供其工作所需人员和施工机具，承担质量、安全、职业健康和环境管理、施工记录及进度报告、技术资料移交、培训、技术支持，以及质保期内的缺陷修复等工作。

质量要求： 符合墨西哥验收标准。

II. Project Overview and Scope of Procurement

Project Location: The Puerto Peasco and Hermosillo regions of Mexico.

Subcontracted Works Scope:

1. Engineering Design: Complete the design for the substation’s civil works, electromechanical systems, and secondary systems, and obtain necessary drawing approvals; supplement and optimize the transmission line design provided by CFE, and complete topographic surveys and the preparation of relevant technical documents for the line.

2. Civil Construction: Complete all civil works for the substation and 90% of the civil works for the transmission line, including foundations, structures, construction roads, drainage, and other ancillary works as required by the contract; provide necessary labor, machinery, and tools, and conduct quality inspections and sampling.

3. Installation: Complete the installation of all primary and secondary equipment and related systems for the substation, as well as 90% of the transmission line installation tasks (including tower assembly, electrical installation, and conductor stringing), excluding work within the scope of responsibility of Jiangxi Electric Power Construction (Jiangxi Dianjian).

4. Testing, Commissioning, and Energization: Responsible for pre-energization testing, operational testing, commissioning, and energization of the substation and transmission line. Work related to control cables, protection, control, and metering (PCyM) equipment, and communication equipment—excluded from this scope under the contract—shall be executed by equipment manufacturers under the guidance and supervision of Party B.

5. Materials and Construction Support: Responsible for material procurement and supply within the civil construction scope; receiving, loading/unloading, transporting to the site, and storing (after receipt) equipment and materials supplied by Jiangxi Dianjian at designated warehouses; responsible for clearing temporary construction access, line corridors, and site entry roads, as well as handling right-of-way matters, construction permits, outage applications, and measures for crossing-related construction.

6. Management and Follow-up Services: Provide the personnel and construction machinery required for the work; undertake quality, safety, occupational health, and environmental management; maintain construction records and progress reports; handle the handover of technical documentation, training, and technical support; and perform defect rectification during the warranty period.

Quality requirements: Meet Mexican acceptance standards.

三、 响应人资格要求

响应人应同时满足以下资格条件：

资质要求： 具有独立法人资格

财务要求： 具有良好的财力状况，近三年无亏损。

信誉要求： 未被列入失信被执行人名单；****集团黑名单及禁入供应商名单。

税收要求： 响应人必须为增值税一般纳税人，能开具合法合规的增值税专用发票。

III. Respondent Qualification Requirements

Respondents must meet the following qualification requirements simultaneously:

Certificate Requirements:Possess independent legal person status.

Financial Requirements: Have sound financial standing and have no losses in the past three years.

Reputation Requirements:Not listed as a dishonest executor; not listed on the blacklist or prohibited supplier list of China Power Construction Corporation.

Tax Requirements:Respondents must be general VAT taxpayers and able to issue legal and compliant VAT special invoices.

Submission Method: Electronic response documents shall be uploaded through the China Power Construction Corporation's Sunshine Procurement Website. Late submissions or response documents that do not meet the requirements will not be accepted by the purchaser.
