CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CNOOC (China) Co., Ltd (hereinafter referred to as “Procuring Entity(Company/Purchaser/Buyer)”), intends to organize an International Competitive Bidding for Limited Hainan - Procurement of Underwater Wellhead Equipment and Services for High Temperature and High Pressure Exploration Wells from 2026 to 2029. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

1. 招标条件 Preconditions for Solicitation

项目概况：根据最新钻机计划，********公司将在2026年至2029年期间使用半潜式钻井平台进行多口高温高压探井作业。半潜式水下井口主要应用于岭头、乐东、陵水、崖城、**等海域，包括莺歌海、琼东南盆地海区，水深约50～500m，年平均温度23℃，其中年最高温度36℃、最低温度3℃，每年5月～11月份为台风季节。现需采购高温高压探井水下井口器材及服务。

Project Summary：Pursuant to the latest drilling rig operation plan, CNOOC China Limited ,Hainan Branch will deploy semi-submersible drilling platforms to carry out multiple high temperature and high pressure (HTHP) exploration well operations during the period from 2026 to 2029. The semi-submersible subsea wellheads are mainly applied in the sea areas of Lingtou, Ledong, Lingshui, Yacheng, Dongfang, covering the Yingge Sea and Qiongdongnan Basin sea zones, with water depth ranging from approximately 50m to 500m. The annual average temperature in the operation area is 23℃, with a recorded maximum annual temperature of 36℃ and minimum annual temperature of 3℃. The typhoon season locally lasts from May to November each year. The procurement of subsea wellhead equipment and associated services for HTHP exploration wells is hereby initiated.

数量： 18套水下井口器材及配套相关消耗件、工具服务及技术人员服务（本次招标数量为预估量，具体数量以实际执行量为准）

Quantity: 18 sets of underwater wellhead equipment and related consumables, tool services, and technical personnel services(The quantity in this tender is an estimated quantity; the specific quantity shall be subject to the actual executed quantity.)

供货/服务期限：货物合同合同自签订之日起生效，在合同执行阶段采用“1+1+1”的方式，即合同届满1年，如双方无异议，则自动顺延1年；以此类推，但合同有效期最长不超过三年；服务合同自第一套井口到货之日起生效，在合同执行阶段采用“1+1+1”的方式，即合同届满1年，如双方无异议，则自动顺延1年；以此类推，但合同有效期最长不超过三年。

Supply / Service Term: For a goods contract, the contract shall take effect from the date of its execution (signing). During the contract performance period, a "1+1+1" approach shall be adopted, i.e., upon the expiration of each 1-year term, if neither party raises any objection, the contract shall be automatically extended for another 1 year, and so on by analogy; however, the total effective term of the contract shall not exceed three (3) years. For a service contract, the contract shall take effect from the date of arrival of the first wellhead (wellhead equipment) on site. 主要技术规格：本次采办货物为高温高压（HTHP）探井用水下井口器材及配套消耗件，主要包括：导向基盘、30"低压井口头、18-3/4"高压井口头、13-3/8"及9-5/8"套管挂（含占位挂和应急桥接挂）、密封总成（含应急密封）、20"×16"及20"×13-3/8"大小头、锁紧环、钢圈、抗磨补心等。主要技术规格如下：执行标准与等级：符合API 17D，产品规范级别PSL-3； 压力与温度：额定工作压力不小于15,000 psi，温度等级不小于250°F（121°C）； 材料与防腐：锻件，DD级材料，外表面涂覆防腐漆； 抗弯性能：井口头抗弯强度≥2,000,000 ft-lb； 悬挂能力：18-3/4"高压井口头可悬挂三层套管（13-3/8"、9-5/8"、7"），并适配15,000 psi H4井口连接器； 密封形式：金属对金属密封，可回收，锁紧环锁紧力≥2MM lbs； 硬度要求：低压井口头出厂硬度≥218HBW，高压井口头出厂硬度≥223HBW，且均具备可维修性； 底部**管：低压井口头焊接12m**管（钢级X56，壁厚1in或1.5in）；高压井口头焊接6m**管（钢级X56，壁厚1in），管端均带焊接坡口，可分别对接30"及20"套管。

3. 对投标人的资格和业绩要求

Requirements for Qualifications and the Past Performance of the Bidder:

（1）资格要求 Eligibility Requirements ★

A. 营业执照（如组建联合体投标，联合体成员均需提供）(If forming a consortium for bidding, all members of the consortium must provide)：★如果投标****公司，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；

If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).

If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.

If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).

The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.

B. ★不接受代理Bid by an agent is not acceptable

投标人应为所投货物的制造商。不接受代理或贸易商投标。

The Bidder shall be the manufacturer of the Goods being offered. Any bid by an agent or traders is not accepted.

投标人以自己制造的货物参与投标的，不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标将被拒绝。投标人将被授权的货物再授权给其他投标人同时参与投标的，相关的所有投标将被拒绝。

If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.

C. ★是否接受联合体投标：是。应满足下列要求：联合体成员须是本次所投货物的制造商或所投服务的供应商。联合体牵头人须是本次所投货物的制造商。联合体各成员授权牵头人代表联合体参加投标活动，签署文件，提交和接收相关的资料、信息及指示，进行合同谈判活动，以及处理与本招标项目有关的一切事宜。联合体投标应当由牵头人购买招标文件。如组建联合体投标，应按照附件14《联合体协议书》的格式出具证明。

Is any bid by a consortium or a joint venture accepted Yes.The following requirements should be met: members of the consortium must be manufacturers of the goods or suppliers of the services provided in this project. The lead member of the consortium must be the manufacturer of the goods tendered in this bid.Each member of the consortium authorizes the leader to represent the consortium in bidding activities, sign documents, submit and receive relevant materials, information, and instructions, conduct contract negotiations, and handle all matters related to this bidding project. The consortium bidding shall be conducted by the leading party to purchase the bidding documents. If a consortium is formed for bidding, a certificate should be issued in accordance with the format of Annex 14 "Consortium Agreement".

l （2）业绩要求Requirement for Bidder's Past Performance:
