简要规则描述：为深化我镇智能安防体系建设，织密立体化治安防控网络，有效提升基层社会治理水**群众安全感、满意度，我镇拟启动辖区监控设施升级改造项目。****区委、村委、多个路口等进行监控系统维修、改造、升级。详见图纸及工程量清单。
Brief Specification Description: To further develop the smart security infrastructure in our town, strengthen the three-dimensional public security prevention and control network, and effectively improve the level of grassroots social governance as well as the public's sense of security and satisfaction, our town plans to launch a monitoring facility upgrade and renovation project within its jurisdiction. This project will involve the repair, renovation, and upgrading of monitoring systems at multiple district committees, village committees, and intersections in Huinan Town. For details, please refer to the drawings and bill of quantities.

2. Qualification Requirements for Suppliers
(a)满足《****政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b****政府采购政策需满足的资格要求：本项目专门面向中小企业采购， 评审时中小企业产品均不执行价格折扣优惠，残疾人福利性单位， 将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: This project is specifically intended for procurement by small and medium-sized enterprises; during the evaluation process, products from small and medium-sized enterprises are not eligible for price discounts or preferential treatment; and welfare-oriented institutions for persons with disabilities are treated as micro and small enterprises.
(c)本项目的特定资格要求：2）具有电子和智能化工程专业承包二级及其以上资质。
3）拟派项目经理具备机电工程专业注册建造师二级及其以上资格。
(c)Specific qualification requirements for this program: 2)Hold a Grade II or higher qualification for specialized contracting in electronic and intelligent engineering. 3) The proposed project manager must hold a Grade II or higher qualification as a Registered Constructor in Mechanical and Electrical Engineering.
(i)符合《****政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(ii)未被“信用中国”（www.****.cn）、中国政府采购网（www.****.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.****.cn), China Government Procurement Network (www.****.cn) ;
