This project is located in Issa Town, Daffiama-Bussie-Issa District, Upper West Region of Ghana. It is a directed emergency project under Ghana's NTEmP, led and implemented by the Upper West Regional Coordinating Council (UW/RCC). It is a benchmark public STEM high school construction project in the area and represents a high-quality collaboration target in the field of educational infrastructure in West Africa. The total contract value of the project is 67.6301 million Ghanaian cedis, with a planned total construction period of 18 calendar months, officially starting from two weeks after site handover. Sincere investment and cooperation invitations are extended to domestic general contractors, building materials suppliers, educational equipment providers, and investment and financing institutions, aiming to jointly explore the blue ocean market of educational infrastructure in West Africa.

Upper West Regional Coordinating Council (UWRCC), the local government authority in the Upper West Region of Ghana, promotes the implementation of projects through the GETfund (Ghana Education Trust Fund) funding channel and possesses a complete official bidding and contract performance system.

3. 建设内容Construction Content

项目为综合性高中**工程，完整建设多栋功能楼宇，包含：

1. 双层学生宿舍楼：满足寄宿制办学，包含土建、砌体、屋面铝锌波纹板、水电给排水、卫浴洁具、全套电气照明风扇、内外装饰装修；

2. 双层行政办公楼：学校行政办公、教务管理用房，配套办公给排水、强弱电、门窗、全套装饰；

3. 双层图书馆与ICT信息科技教学楼：图书馆阅览、藏书空间，计算机信息教室，满足STEM课程教学；

4. 食堂及厨房综合体：学生就餐、后厨加工，含供水排污、大型厨卫配套；

5. 附属住宅用房：双卧室联排宿舍、三卧室**，供教职工居住；

6. 室外配套工程：土方开挖回填、硬地、道路、化粪池、供水水塔、全套排水系统、防雷接地等室外总图工程。

工程执行英国标准BS及加纳本土建筑规范，全部材料要求全新优质，混凝土、钢筋、木材、铝制屋面、门窗、卫浴、电气设备均有明确技术规范，工程量清单完整、图纸齐全，为标准化EPC总承包项目条件。

The project is a comprehensive new high school construction, fully building multiple functional buildings, including:

1. Two-story student dormitory building: to support boarding school operations, including civil construction, masonry, aluminum-zinc corrugated roofing, water and electricity supply and drainage, bathroom fixtures, complete electrical lighting and fans, interior and exterior decoration and finishing;

2. Two-story administrative office building: for school administrative offices and academic management rooms, equipped with office water supply and drainage, electrical systems (high and low voltage), doors and windows, and complete decoration;

3. Two-story library and ICT (Information and Communication Technology) teaching building: library reading and book storage spaces, computer information classrooms, meeting STEM course teaching requirements;

4. Canteen and kitchen complex: student dining and back kitchen processing, including water supply and sewage systems, large kitchen and bathroom facilities;

5. Ancillary residential housing: two-bedroom townhouse dormitories and three-bedroom single-story houses for faculty and staff accommodation;

6. Outdoor supporting works: earth excavation and backfilling, hardscaping, roads, septic tanks, water supply towers, complete drainage system, lightning protection grounding, and other overall outdoor site works.

The project will be executed according to British Standard BS and Ghana's local building codes, requiring all materials to be brand new and high quality. Concrete, reinforcement, timber, aluminum roofing, doors and windows, bathroom fixtures, and electrical equipment all have clear technical specifications. The bill of quantities is complete, and drawings are comprehensive, meeting the conditions for a standardized EPC turnkey project.

4. 项目商务关键条件Key Commercial Conditions of the Project

-合同工期：18个日历月；

-履约保障：银行履约保函最低为合同额10%，履约债券最高可达30%；

-误期损害赔偿：最高不超过合同总价5%；

-付款：按月进度计量支付，设置缺陷责任期，完工返还50%保留金，缺陷期满结清尾款；

-争议解决：采用裁决人先行调解，后仲裁模式，合同体系成熟规范。

- Contract Duration: 18 calendar months;

- Performance Security: Bank performance guarantee of at least 10% of the contract amount, performance bond up to 30%;

- Delay Damages: Maximum not exceeding 5% of the total contract price;

- Payment: Measured and paid monthly according to progress, defect liability period set, 50% retention paid back upon completion, balance settled after defect period expires;

- Dispute Resolution: Adopts a model of adjudicator-led mediation first, followed by arbitration, with a mature and standardized contract system.

The Ghanaian government has listed educational infrastructure as a national priority and launched the STARRJ secondary education upgrade project, investing $300 million in credit funds to build and renovate a large number of high schools nationwide, addressing educational gaps in underdeveloped northern regions. Issa High School is the first STEM-focused high school in the Upper West region and the largest public investment project in the local history. The local government attaches great importance to it, has a stable source of financial payments, and the project has a significant social impact. This project is not limited to general construction contracting and can carry out multi-level cooperation:
