Hooked Scaffold Tread Plates Procurement Plan - CHEC South Pacific - Nauru Sports Centre Aid Project

Open quotation is hereby conducted for the purchase of hooked tread plates for the Aid Project for Nauru Sports Centre in accordance with the procurement application plan.

(1) Project Overview: The project is located in Nauru. (2) Quotation Scope: 5 items including hooked tread plates, toe boards and staircases. For detailed name, specification, quantity and technical requirements, please refer to the Material Quotation Sheet. (3) Place of Delivery: Changshu Port, Jiangsu Province. The Bidder shall comprehensively cover all costs borne by the Second Party, including freight, loading, transshipment, handling and short-distance haulage to Changshu Port, and quote an all-in unit price. Unloading costs at the delivery site shall be governed by Clause 6.4 of the Contract. (4) Delivery Deadline: 20 November 2026. (5) Brand Configuration Requirements: See the attached list for details.

(1) Business Scope: The bidder must be an independently incorporated enterprise duly registered with national industrial, commercial and tax authorities, capable of independently assuming civil liabilities. (2) Production Capacity: Manufacturers or traders with sufficient supply capacity and relevant performance records. (3) Financial Standing: Both manufacturers and authorized agents are eligible to bid. The bidder shall maintain a reasonable business scale, sound financial status and good bank credit. (4) Quality Assurance Capability: The bidder shall possess quality control capability matching the procured goods. All products shall comply with current national and industrial standards as well as the technical specifications specified in this RFQ. Bidders holding ISO9001 (Quality Management System), ISO14001 (Environmental Management System) and ISO45001 (Occupational Health and Safety Management System) certification or equivalent quality certificates shall be given priority under equal conditions. (5) Supply Performance: The bidder shall have a good track record of supply and provide supporting documents. Bidders with overseas aid project experience shall be preferred. (6) Performance Credit: No litigation or arbitration arising from fraud in contract conclusion or serious illegal acts in the past three years. (7) Joint bidding is not accepted. (8) If two or more entities have the same legal representative or share holding or management relations, they shall not participate in this quotation simultaneously; otherwise all such bids shall be rejected. (9) Other Requirements: Products meeting or exceeding national standards and bidders with fast supply response shall be prioritized.

(1) The quoted price shall include packaging complying with national/industrial standards and export shipping requirements, marking, loading, transshipment, transportation, taxes, profit, contingency and other incidental expenses. Unloading costs at the delivery site shall be subject to Clause 6.4 of the Contract. (2) No alternative quotations, proposal-based quotations or conditional quotations will be accepted. (3) The bidder shall take full account of market price fluctuations during material supply; no unit price adjustment application will be approved on such grounds. (4) Where there is discrepancy between the total price calculated from unit prices and the lump-sum total price stated in the bid, the total price calculated from unit prices shall prevail as the bid total price.

Quotation opens on 22 October 2026 and closes on 27 October 2026 (Beijing Time). Quotation documents shall be submitted via the Overseas Procurement Zone of the CCCC Supply Chain System. The exact cut-off time shall be subject to the platform announcement.

Lowest Evaluated Bid Method, subject to full compliance with quality, configuration, delivery schedule, performance, after-sales service and performance requirements of the project.
