****银行获得一笔贷款，用于支付可持续生态系统恢复与生物多样性保护项目的费用，并计划将其中一部分贷款用于支付保护和修复活动成效监测咨询服务的费用。

本次咨询服务（以下简称 “本服务”）包括（1）组建涵盖动物生态学、植物生态学、遥感与地理信息系统等领域的多学科专家团队，结合项目区实际，制定可行的成效监测实施方案，明确监测范围、指标、方法、设备配置、人员安排及时间计划等核心内容。（2）组织专家深入各项目区现场考察，实地踏勘栖息地修复、生态廊道、****基地等区域，收集基础数据和相关资料，为监测工作奠定基础。（3）根据项目任务，开展红外相机监测、卫星项圈监测、样线调查、样方调查等监测活动。（4）指定专业技术人员作为对接人，与各项目区建立常态化沟通机制，跟进监测工作进展，反馈数据初步分析结果，协调处理实施过程中的衔接事宜。（5）负责监测数据的处理与分析，编制规范完整的成效监测报告，为项目成效评估提供科学依据。本咨询服务期从合同签订之日起到2031年5月31日，涵盖了整个项目实施期。具体细节请参阅任务大纲（TOR）。

****现邀请合格的且有资格的咨询机构（以下简称“咨询方”）递交服务意向。有意向的咨询方需提供材料，****服务所需的资质条件及相关从业经验。短名单筛选标准为：投标人必须是在中华人民**国境内注册，具有独立承担民事责任的法人资格。投标单位需具备10年以上的野生动物调查、监测与评估、栖息地保护、生物多样性保护等相关领域经验，承担过世行项目监测任务、国家级或省级野生动物本底调查、生物多样性监测等重大项目的可优先考虑。在短名单筛选阶段，不会对关键专家进行评估。

请有意向的咨询机构留意2025年9月版《世界银行投资项目贷款（IPF）的借款人采购规则》（以下简称 “《采购规则》”）第三部分第 3.13、3.15及 3.16款，上****银行关于利益冲突的相关政策。

TheChinese Governmenthas receivedfinancing from the World BanktowardthecostoftheSustainable Ecosystem Restoration and Biodiversity Conservation Project, and intends to apply part ofthe proceeds for Effectiveness Monitoring of Protection and Restoration Activities Consulting Services .

The consulting services (“theServices”)include①Form a multidisciplinary expert team covering fields such as animal ecology, plant ecology, remote sensing, and geographic information systems. Based on the actual conditions of the project areas, develop a feasible implementation plan for effectiveness monitoring, defining core elements such as monitoring scope, indicators, methods, equipment configuration, personnel arrangements, and timeline.②Organize experts to conduct site visits in each project area, field surveys in habitat restoration areas, ecological corridors, wild release bases, etc., collecting baseline data and relevant information to lay the foundation for monitoring work. ③Carry out monitoring activities such as infrared camera monitoring, satellite collar monitoring, line transect surveys, and quadrat surveys according to project tasks. ④Designate professional technical personnel as liaisons to establish regular communication mechanisms with each project area, follow up on monitoring progress, provide feedback on preliminary data analysis results, and coordinate handover matters during implementation.⑤Responsible for processing and analyzing monitoring data, and compiling standardized and complete effectiveness monitoring reports to provide a scientific basis for project effectiveness evaluation.The consulting service period shall commence on the date of contract signing and continue until May 31, 2031, covering the entire project implementation period. The Accounting Center of Shanxi Forestry and Grassland Bureaunow invites eligible consulting firms(“Consultants”)toindicatetheirinterestinprovidingtheServices.****.Theshortlistingcriteriaare:Bidders must be legal persons registered within the People's Republic of China and have the capacity for independent civil liability. Bidding entities must possess over 10 years of experience in relevant fields such as wildlife survey, monitoring and assessment, habitat protection, and biodiversity conservation. Priority may be given to entities that have undertaken monitoring tasks for World Bank projects, national or provincial-level wildlife baseline surveys, biodiversity monitoring, or other major projects.Key Experts will not be evaluated at the shortlisting stage.
