本次咨询服务（以下简称“本服务”）包括（1）组建涵盖动物生态学、植物生态学、遥感与地理信息系统等领域的多学科专家团队，结合项目区实际，制定可行的成效监测实施方案，明确监测范围、指标、方法、设备配置、人员安排及时间计划等核心内容。

（2）组织专家深入各项目区现场考察，实地踏勘栖息地修复、生态廊道、****基地等区域，收集基础数据和相关资料，为监测工作奠定基础。

（3）根据项目任务，开展红外相机监测、卫星项圈监测、样线调查、样方调查等监测活动。

（4）指定专业技术人员作为对接人，与各项目区建立常态化沟通机制，跟进监测工作进展，反馈数据初步分析结果，协调处理实施过程中的衔接事宜。

（5）负责监测数据的处理与分析，编制规范完整的成效监测报告，为项目成效评估提供科学依据。

本咨询服务期从合同签订之日起到2031年5月31日，涵盖了整个项目实施期。

有意向的咨询方需提供材料，****服务所需的资质条件及相关从业经验。

短名单筛选标准为：投标人必须是在中华人民**国境内注册，具有独立承担民事责任的法人资格。

投标单位需具备10年以上的野生动物调查、监测与评估、栖息地保护、生物多样性保护等相关领域经验，承担过世行项目监测任务、国家级或省级野生动物本底调查、生物多样性监测等重大项目的可优先考虑。

在短名单筛选阶段，不会对关键专家进行评估。
