本次咨询服务（以下简称 “本服务”）包括设计并实施受益人群满意度调查机制，具体工作内容包括（但不限于）：识别和分类项目受益人群体；制定覆盖定量与定性内容的调查问卷，涵盖项目质量评价、信息获取、沟通效果、知情参与感受等；组织实地问卷调查、****小组讨论；分析调查结果，识别项目成效、公众态度转变、潜在问题及改进空间；评估受益人群对于利益相关者参与、信息披露和抱怨申诉等机制等满意程度，并提出相应的改进建议；形成年度满意度调查报告，并提出改进建议。本咨询服务期从合同签订之日起到2031年5月31日，涵盖了整个项目实施期。具体细节请参阅任务大纲（TOR）。

****现邀请合格的且有资格的咨询机构（以下简称“咨询方”）递交服务意向。有意向的咨询方需提供材料，****服务所需的资质条件及相关从业经验。短名单筛选标准为：1.咨询机构必须是注册的社会经济组织（工程咨询机构、研究机构、设计院和/或公司、****政府组织），****政府和项目办无直接的行政隶属关系。具有开展社会安全保障、社会影响评价、移民安置计划和社会风险管理方面的丰富经验；2.咨询机构近5年应具有3项及以上的国际金****银行及亚行、亚投行、新开行等国际金融机构）贷款项目的社会影响评价、社会管理计划、社会监测评估、移民监测评估、移民安置计划或程序框架编制的经验和业绩，且拟建团队拥有4名或以上合格的技术人员。咨询机构的专业工作人员应具有移民学、社会学/社会工作、经济学、管理学或相关社会科学领域的学位，具有社会经济调查监测评估的经验，熟悉国家在土地征收、保护区管理、自然**利用与环境社会安全保障等方面的法律法规及相关政策要求。在短名单筛选阶段，不会对关键专家进行评估。

请有意向的咨询机构留意2025年9月版《世界银行投资项目贷款（IPF）的借款人采购规则》（以下简称 “《采购规则》”）第三部分第 3.13、3.15及 3.16款，上****银行关于利益冲突的相关政策。

TheChinese Governmenthas receivedfinancing from the World BanktowardthecostoftheSustainable Ecosystem Restoration and Biodiversity Conservation Project, and intends to apply part ofthe proceeds for Beneficiary Satisfaction Survey Consulting Services.

The consulting services (“theServices”)includedesigning and implementing a satisfaction survey mechanism for the project beneficiaries. The specific tasks include (but are not limited to): identifying and classifying project beneficiary groups; developing survey questionnaires that cover both quantitative and qualitative content, including assessments of project quality, information access, communication effectiveness, and the sense of informed participation; organizing field surveys, interviews, and focus group discussions; analyzing the survey results to identify the project’s effectiveness, public attitude changes, potential issues, and areas for improvement; assessing beneficiary satisfaction with mechanisms such as stakeholder participation, information disclosure, and complaint systems, and providing corresponding improvement suggestions; compiling annual satisfaction survey reports with recommendations for improvement. The consulting service period shall commence on the date of contract signing and continue until May 31, 2031, covering the entire project implementation period. The Accounting Center of Shanxi Forestry and Grassland Bureaunow invites eligible consulting firms(“Consultants”)toindicatetheirinterestinprovidingtheServices.****.Theshortlistingcriteriaare:1. The consulting agency must be a registered socio-economic organization (such as an engineering consultancy, research institute, design institute and/or company, university, or non-governmental organization), with no direct administrative affiliation with the Shanxi Provincial Government or the PMO. The agency must have extensive experience in social safeguards, social impact assessments, resettlement plans, and social risk management;2. The consulting agency shall have at least 3 assignments financed by international financial institutions (including the WB, ADB, AIIB, NDB, and other international financial institutions) related to social impact assessments, social management plans, social monitoring and evaluation, resettlement monitoring and evaluation, resettlement plans, or process framework preparation within the past 5 years. The proposed team should have at least four qualified technical personnel. The professional staff of the consulting agency should hold degrees in fields such as resettlement studies, sociology/social work, economics, management, or related social sciences. They should have experience in socio-economic surveys and monitoring and evaluation, and be familiar with national laws and regulations related to land acquisition, protected area management, natural resource use, and environmental social safeguards.Key Experts will notbe evaluated at the shortlisting stage.
