(c)本项目的特定资格要求：2、未被“信用中国”（www.****.cn）、中国政府采购网（www.****.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
3、具备住建部建筑工程施工总承包二级及其以上资质；
4、具有有效期内的安全生产许可证；
5、项目经理：建筑工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，该项目负责人以在******管理委员会门户网站上查询为准，在册且无在建项目记录（同一工程分期施工的除外）；
6、本项目仅面向中、小、微型供应商采购。

(c)Specific qualification requirements for this program: 3. Possess Grade II or higher qualification in general contracting for construction engineering projects from the Ministry of Housing and Urban-Rural Development; 4. Possess a valid work safety license within its valid period; 5. Project Manager: Must possess a Level 2 or higher registered constructor qualification in the field of architectural engineering, and hold a valid work safety assessment certification. The project leader's eligibility will be determined based on the records available on the website of the Shanghai Municipal Housing and Urban-Rural Development Management Committee, specifically those that are registered and have no ongoing construction projects (excluding cases where the same project is constructed in phases); 6. This project is exclusively for procurement from small, medium, and micro-sized suppliers.
